MACDILL AFB METERING • 3 Categories • Required by Congressional Mandates • EPAct2005, EIASA07 • Required to meet Reqs of DoDs Utilities Meter Policy. • Other meters not required by mandate/policy, but deemed appropriate by Base MAJCOM for reimbursements (dictated by Civil Engineering Resources at MacDill)

MACDILL AFB METERING • Potable and Non-Potable Water • Install advanced meters by FY20 on all water-intensive facilities, IE: • Chiller plants • Dorms • Galleys • Dining facilities • Swimming Pools • Gyms • Golf Courses • Piers • Vehicle Wash Stations • Hospitals • Irrigation Privatized at MacDill
MACDILL AFB METERING • Privatized Utilities • Partner with system owners to share existing meter data or negotiate acceptable terms of cost sharing • Each Installation shall have the capability to monitor energy and water use through: • Shadow Advanced Meter • Data sharing agreement. Data sharing agreements in place with all partners
MACDILL AFB METERING • Meter Data Management • Advanced meters at minimum measure and record regular interval use and communicate data with automatic metering system (AMS). • AMS must automatically and reliably collect and analyze regular interval data from meters. • Meters that can’t connect should store data internally for manual incorporation into an AMS • ION 8600 meters meet or exceed all the above requirements

MACDILL AFB METERING • Cost Effectiveness • AF Cat 1: • DoD Cat 2: • Initial Installation cost of a single building meter with software and comm. • $300/yr maintenance cost over 10 year meter life cycle • Savings Factor; energy reduction attributable to meter installation due to increased awareness and improved ops • Annual cost of electricity/gas/water for bldg. on which meter is installed • Life cycle period of 10 years • Other documentable savings, Max of 3% (I.E. reduced cost of O&M, increased potential for energy management/savings, and energy efficiency improvements. Current MacDill investment in advanced electric metering is ~$2.5 million 2012 Electrical expense $15.4 million
MACDILL AFB METERING • Wireless Guidelines • Information Assurance • Advanced Meters and AMS must maintain compliance with DODs Information Assurance/Cyber Security 8500 series of directives • Must comply with Committee for National Security Systems Instruction 1253 standard overlay, Appendix K • Components can leverage the certification and accreditation work performed by others through Reciprocity as outlined in memorandum dated July 23, 2009, thereby reducing the time and cost of certification. • Comply with ETL 11-1, Civil Engineering Industrial Control System (ICS) information assurance compliance. • 3eti radio equipment in place has 128-bit encryption and maintains compliance with DoD Information Assurance/Cyber Security 8500 directives and instructions • Equipment reviewed by SATCOM, USSOCOM and DISA locally on base
