  3. Quality Impact? Quality Impact inspections began in April 2010 after the UBB mine disaster. The initiative targets mines whose history of underground conditions indicate a significant number of violations and or conditions that may include problems relating to methane accumulations, ventilation practices, rock dust applications and inadequate mine exams.

  5. SCREENING CRITERIA • Operator Tactics • Hazard Complaints • Plan Compliance Issues • Inadequate Exams • Accidents, Injuries, Illnesses • Fatal Accidents • Enforcement History

  7. October 1, 2010 thru September 30, 2011 MSHA District 7 Personnel have conducted 27 impact inspections.

  8. ELEVATED ENFORCEMENT • Compliance Behavior • 24 Month History of C/O’s • Accident History

  9. CONTINUED IMPACT INSPECTIONS MSHA has conducted and will continue to conduct Impact Inspections. MSHA may show up during “off hours” such as evenings and weekends. MSHA will monitor the phones to prevent advanced notice of inspector’s presence. MSHA will take sufficient personnel to cover key parts of the mine.
