  2. Welcome • Core aims: • Describe our experience, credentials and Work Programme approach • What we are looking for from potential delivery partners • Give you a chance to tell us what you want from prime providers • Give you an understanding of selection processes

  3. Our size and coverage • Wide Coverage: Currently, operating out of over 60 offices with 800 employees. Also delivering the national Work Experience Programme • New contract areas: Able to quickly establish new sites and links with employers by building on the presence of the wider Reed Group

Contract overview One of the few major providers to have experience of delivering to all of the Work Programme customer groups: • JSA Customers: New Deal, Employment Zones, Flexible New Deal • ESA Customers: Pathways to Work, New Deal for Disabled People • Single Parents: Single Parent Employment Zone provision • Young People: Young Person’s Guarantee, national Work Experience Programme

Business diversification Reed in Partnership has diversified into new areas – key in terms of aligning with the wider needs of the Work Programme: • Skills: Response to Redundancy, Skills for Jobs and Train to Gain • Business Support: Part of the consortium delivering Business Link across Yorkshire and Humber • International: Contracts in Australia and Poland allowing us to learn from best practice and international experience

The Work Programme • One programme: Integrating all customer groups. • Increased sustainability: Sustained outcomes at 1-3 years • Contract size: Possibly delivering across whole government office regions • Differentiated payment: Payments based on the barriers faced by customers • Level of risk: Move to the AME/DEL payment model

  9. Work Programme: Key challenges • Ability to manage high customer volumes • Flexible and tailored services • Payments by results • Rapid large-scale contract set up capability • Financial capability • Capacity/capability to manage change • Longer sustainability periods

Who we are looking to subcontract with • Providers to deliver core end-to-end services • Referral partners to provide outreach services to engage potential customers • Training providers to help us respond to local labour market needs • Specialist organisations to offer support for those customers with specific barriers e.g. ex-offenders, ethnic minority communities, people with health problems • Employer forums offering gateways to multiple employer relationships • Pastoral partners to provide support in addressing childcare, housing or financial barriers

What we want from supply chain partners • Experienced providers with consistent and demonstrably high performance • The ability to improve provision, to a range of customer requirements • Organisations which are valued by DWP/JCP for their delivery of services and outcomes • A commitment to work in local communities with niche groups • A strong and established presence, whether nationally, regionally or locally • A versatile approach that can adapt to a changing market and its demands

Work Programme finance model Our approach • Understand the contract funding model when available and develop • A funding model for end to end supply chain delivery in line with DWP contract payment milestones with higher tariffs for achievement of long term sustainability targets • A flexible outcome specific funding model for specialist provision with higher tariffs for exceeding minimum performance expectations • A model with front end funding for voluntary sector partners and further payments for exceeding minimum performance expectations

Our approach to the Merlin standard and DWP code of conduct We will be: • Transparent in our dealings with partners • Fair, open and consistent throughout the sub-contracting process • Supportive to new and smaller providers • Promote equality and diversity promoted throughout the supply chain We will: • Implement strong governance structures across the supply chain • Risk management will be a key feature of the partnership • Respond promptly and appropriately to issues • Adopt an integrated approach to ensure successful delivery
