  2. MIC UPDATE • Discussion on goals • Recent market issues • Ongoing items of focus for MIC and it’s sub-committees / workgroups • Industry updates • Action items and upcoming meetings

  3. MIC 2013 Goals 1. 1. Provide forums to inform and educate the MIC membership on issues, current and emerging, concerning the interdependency of the electric and natural gas industries and the recent gas-electric harmonization efforts. 2. Continue to manage MIC scope overlap issues, should they arise, consistent with the concepts identified in the White Paper on the Effectiveness of WECC Standing Committees provided to the Governance and Nominating Committee 3. Develop and implement a process to address items from the Purpose/Responsibility section of the MIC Charter: • Item b. Evaluate the impact of relevant reliability rules on commercial electricity markets in the Western Interconnection. • Item c. Evaluate the impact of Commercial Practices on electric system reliability • Item d. Evaluate the impact of system reliability on commercial electricity markets

  4. MIC 2013 Goals - Continued 4. Facilitate discussion and training for entities within the Western Interconnection on relevant regulatory and commercial standards, criteria, guidelines, and practices (e.g., NERC, NAESB, and WECC) 5. Participate in the exploration and development of an Enhanced Curtailment Calculator and review the deliverables of the Enhanced Curtailment Calculator Task Force (ECCTF) 6. Participate in defining Energy Product Codes through a review of INT-018 in support of the Energy Product Code Task Force.

  5. MIS and SIS Joint Meeting • Focused on: • Seams issues created by EIM • E.g.: less than 100% participation • September 8th impacts • Are there market integration /coordination issues? • California Cap and Trade program impact

  6. MIS • Focused on: • 15 Minute Scheduling • 764 Taskforce • Energy Product Codes • EPCTF working on developing SARs • CAISO tagging issues

  7. CAISO PSE Tagging Issue • There have been concerns raised with CAISO requiring PSE’s to register as Source and / or Sink in California • Lots of discussion with no clear outcome • A question will be posed to the MIC and WECC staff for discussion at the next MIC meeting

  8. Unscheduled Flow Impacts • Concerns have been raised about the impact of USF curtailment and Coordinated Phase Shifter Operation events on market activities • UFAS and PWG are looking into the issue with particular focus on path 66 events

  9. RBC Taskforce • A taskforce has been established to analyze the impact of Reliability Based Control on the market • The RBC taskforce will be chaired by Raj Hundal of Powerex • The taskforce will have representatives from both Merchant and Transmission

  10. Gas Electric Coordination • Craig Williams provided an overview of recent Gas / Electric activity • Fracking has significantly increased gas production resulting in increase in gas fired generation • NAESB Board has formed a Gas Electric Harmonization Committee • Focus on policy issues, e.g.: market timelines / scheduling coordination, scheduling flexibility, communication

  11. WSPP Contracts Update • WSPP to be the default contract • If no other contract is in place • WSPP members will be subject to an annual membership assessment • WSPP is staying current with the CARB “resource shuffling” issue and will report out as changes are made

  12. Report outs from Various Entities • 764 Taskforce • NWPP Market Discussions • VGS • PUC EIM • NAESB Workgroup • Committee / Sub-committee report outs • ECCTF • Regional Criteria Workgroup • WECC reorganization

  13. Action Items • CAISO PSE discussion to be placed on next MIC agenda • A question will be drafted on the PSE issue and distributed to MIC members and WECC Staff • Energy Product Code Taskforce documentation will be posted on their webpage • MIC to coordinate with VGS • VGS to participate on EPCTF
