Chelsea Emergency Management Planning and Exercise Overview
What is an exercise and why are we holding one? • SARA & EPCRA • Exercise plans
3 Types of Exercises • Table Top • Functional • Full Scale
When a call is answered: “This is (name) of (facility name), THIS IS A DRILL, if it were an actual event…”
A tabletop is: • An informal walkthrough of the plans. • Not real time. • A way to find areas of the plan requiring corrections [ARC]. • A way to test the understanding of the plan by you and other personnel. • Not intended to show any negatives or inability on the part of staff to understand the plan an what is required.
The GOAL is: …to have a written plan that everyone is familiar with and a plan that works!
Self-Evaluation • What is your overall feeling of the tabletop exercise? • How prepared do you feel the facility is to handle an effective evacuation and relocation? • What steps do you feel should be taken to insure that the plan will insure an effective evacuation and relocation process?
Self-Evaluation (cont.) • Do you think another tabletop is necessary prior to a functional exercise? • Who do you feel [position] should be part of a tabletop exercise? • Other comments
Your Emergency Plan should include: • An organizational chart and a description of what each position is responsible for. • A chronological list of what the specific position does and should be labeled to indicate the position. • A telephone and fax list by category. All telephone numbers should be recorded exactly how it will be entered
Your Emergency Plan should include: (cont.) • A copy of the emergency plan for evacuation and relocation which would contain any information that anyone assuming a position in this process would have to know. • Copies of all Memorandum of Agreements • Two pre designated locations should be established. An EOC [Emergency Operation Center] and a triage area should be known to all.
Your Emergency Plan should include: (cont.) • A non alarming code should be announced over the PA system when the EOC is being activated and the staff is to assume their positions. • A sign up sheet where staff signs in on an organizational chart. • Hand held portable radios should be assigned to staff members who have assignments throughout the building and are reporting back to the EOC.
Your Emergency Plan should include: (cont.) • If radios are not available, staff should still report to the EOC for documentation. • As reports are being completed at the triage area, a runner should bring them to the EOC for dissemination.
