ENVIRONMENTAL OFFICER COURSE INTRODUCTION Purpose • To provide training to Environmental Officers (EO) in accordance with AR 200-1 “Environmental Protection and Enhancement” and FM 3-34.5 “Environmental Considerations.” • To provide background information to the EO’s concerning Fort Wainwright’s environmental compliance requirements and sustainability goals. ENVIRONMENTAL OFFICER COURSE INTRODUCTION Course Scope • Identify the responsibilities of Environmental Officers (EO). • Highlight environmental requirements and goals relevant to operations at Fort Wainwright. • Describe proper methods to identify, handle, store and dispose of hazardous materials and wastes both in garrison and in the field. • Identify cultural and natural resources at Fort Wainwright in conjunction with our stewardship requirements. ENVIRONMENTAL OFFICER COURSE INTRODUCTION Environmental Officers • AR 200-1 • Required to be assigned by Senior Mission Commanders and Unit Commanders to “ensure compliance actions take place.” • Fulfills duties as assigned by FM 3-34.5 “Environmental Considerations.” • Important element of the installation’s Federally mandated Environmental Management System. • Used as means to ensure field training meets safety and environmental considerations. ENVIRONMENTAL OFFICER COURSE INTRODUCTION Senior Mission Commander Comply with Federal state and local regulations, Executive Orders Participate in installations EMS and sustainability efforts Appoint and train EO to coordinate with PWE Ensure environmental requirements that impact ranges and training land are incorporated into range master plans Participate in internal and external environmental assessments and implement corrective actions Fund environmental requirements not covered in standard IMCOM services Ensure personnel receive appropriate environmental training Name//office/phone/email address UNCLASSIFIED 9/1/2014 7

Comply with applicable Federal, State, and local environmental laws, regulations, internal directives and goals, and Executive Orders Conduct annual internal compliance assessments Implements an installation-wide Hazardous Materials Management Program. Investigate regulatory enforcement actions, complaints, and spills/releases, and correct systemic problems. Hold tenant units accountable for compliance. ENVIRONMENTAL OFFICER COURSE INTRODUCTION Garrison Commander • Implement and maintain a mission-focused EMS in accordance with the ISO 14001 standard. • Ensure that Base Support activities support military training and readiness operations, enhance mission accomplishment, and are conducted in a manner conducive to environmental stewardship. • Applies for environmental funding. ENVIRONMENTAL OFFICER COURSE INTRODUCTION Unit Commanders • Appoint an EO at the appropriate levels within the unit to ensure compliance actions take place. • Instill an environmental ethic in Soldiers and civilians under their command. • Ensure personnel receive required environmental training. • Report noncompliance and spills. • Incorporate environmental responsibilities into unit SOPs and OPORDs. • Integrate environmental considerations into planning and execution.
