  9. APR68 – Wooden crosses are burned and a Confederate flag is flown at the base at Camranh Bay, Vietnam. • AUG68 – More than one-hundred black soldiers at Ft. Hood, TX staged an all-night demonstration to protest being sent to Chicago for riot control. • SEP68 – Black prisoners at the Long Binh stockade outside of Saigon riot & take over the stockade, killing one white soldier.

JUL70 – Approximately 1,000 Black soldiers met at Heidelberg University to protest discrimination in assignments, promotions, military justice, and housing. • JUL69 – During a racial fight between 30 Black & Hispanic marines and 14 White marines at Camp Leguene, NC, 1 White marine is killed. • NOV71 – Racial disturbances at Ft. McClellan, AL resulted in the arrest of 139 Black soldiers.

US ARMY POLICY To provide equal opportunity and treatment for soldiers, civilian employees, and their families without regard to race, color, religion, gender, and national origin and to provide an environment free of sexual harassment. Sec of Defense redefining policy to adopt an “overarching principle” that harassment for any reason undermines good order & discipline & has no place in Armed Forces.

  13. US ARMY POLICY • Equal treatment for soldiers, family members, and civilian employees. • Provide an environment free from sexual harassment. As of MAY00, women earn 76.5 cents on the dollar compared to men. In 1979, it was 62.5. Bureau of Labor Statistics

  16. AR 600-20 ARMY LANGUAGE POLICY • English is the operational language of the US Army. • Commanders may not require soldiers to use English for personal communications which are unrelated to military functions.

AR 600-20 RELIGIOUS ACCOMODATION • Commanders will approve requests for accommodation of religious practices unless it will have an adverse impact on the unit readiness, individual readiness, unit cohesion, morale, discipline, safety, and/or health. Commander’s Responsibilities • Be personally responsible & accountable for the EO climate within their units. • Develop & implement EO programs for their organization that enhance unit cohesion, esprit, & morale. • Upon receipt of DA Form 7279-R, will within 72 hours provide a description of the allegations through command channels to their general court-martial convening authority.

Commander’s Responsibilities(continued) • Identify unlawful discriminatory practices affecting military personnel & family members, initiate corrective actions, & provide follow-up & feedback throughout problem resolution. • Promote EO and interpersonal harmony for all military personnel & family members.

  20. Commander’s Responsibilities(continued) • Conduct EO training on a continuing basis for all assigned & attached personnel. • Monitor & assess the execution of EO programs & policies at all levels within their areas of responsibilities.

Publish and post separate, written command policy statements. • Statements consistent with Army policy. • Include overview of the command’s commitment to the EO program. • Include a reaffirmation that unlawful discrimination or sexual harassment will not be practiced, condoned, or tolerated. • Include complainant’s protection from acts or threats of reprisal. • Equal Opportunity • Prevention of Sexual • Harassment • Complaint Procedures

Commander’s Responsibilities(continued) • Company commanders will conduct a unit climate assessment within 90-days (180 days for USAR) of assuming command & annually thereafter. • Encourage soldiers to use their chain of command to address issues. • Take appropriate action to prevent incidents of intimidation, harassment, or reprisal against individuals who file an EO complaint.

  23. Commander’s Responsibilities(continued) • Take appropriate action against those who violate Army policy. • Monitor the demographics of the EO Representatives in their command to ensure it reflects that of the unit as a whole. • Report all EO training at the QTB.

  24. TRAINING • “Commanders will document training on unit’s training schedule & lead the training.” • Conducted quarterly. • Two quarters will consist of POSH. • Interactive, small group, discussion-based. • Chain of command will be present & participate.

  25. AR 600-20 QTB • Type & date of human relations training conducted by the unit since last QTB. • Type & date of human relations training scheduled for the unit before next QTB. • Number of EORs required, authorized, on hand & the training they have completed or scheduled prior to next QTB. • Date last command climate survey was conducted & date next command climate survey is scheduled.
