  2. 1. Areas dealt with in 2008 1.1. Transport Review of Regulation on CRS Code of Conduct: ECTAA successful in avoiding repeal. Strong lobbying during the legislative process. Unless they agree, travel agents will not be identified anymore in MIDTs. Directive on airport charges: ECTAA obtained a 4 months consultation time, unless exceptional circumstances and normally 2 months implementation time for new airport charges. Directive on rights of PRMs in air travel: ECTAA requested that tour operators and travel agents are allowed to notify PRM requirements to airports via the airlines’ reservation system. Third Package: ECTAA obtained that inclusive prices should be published in all means of communication and that public fares are equally accessible, without discrimination based on the place of establishment of the ticket seller. Liability of maritime carriers: ECTAA managed to obtain exclusion of inland waterways from the scope of the proposal. ECTAA bi-annual meeting, Valencia, 27 November 2008

  4. 1. Areas dealt with in 2008 1.2. Justice and Home Affairs EU PNR: ECTAA submitted comments to the Council and the European Parliament. Visa Code: The LIBE Committee adopted a report which took on board the vast majority of suggestions of ECTAA, including the reduction in visa fees.   5. 1. Areas dealt with in 2008 1. 3. IATA ECTAA participated in Euroforum, PAPGJC, ASTWG (GDS/Agent/Airline working group). PAConf: ECTAA successfully obtained that IATA removes proposals to be adopted by the PAConf on restricted access to European accreditation. At ECTAA’s request, PAConf also rejected a proposal to include certain airline websales in the IATA Agency Programme. It adopted the revised Travel Agency Commissioner Programme that had been agreed between IATA, ECTAA/GEBTA and WTAAA. ECTAA bi-annual meeting, Valencia, 27 November 2008

Consumer protection and Internal Market Proposal for a Directive on consumer rights: ECTAA monitored the work of the European Commission and informed Members accordingly. The Legal Committee and the Tour Operator Committee analysed the proposal and recommended a lobbying position. EP Study on issues of safety and liability in package travel: ECTAA sent comments to MEPs who are Members of the IMCO Committee. ECTAA bi-annual meeting, Valencia, 27 November 2008

Areas dealt with in 2008 Proposal for a Directive on timeshare: ECTAA obtained the introduction of clarifications that avoid confusion between package travel contracts and long term holiday products as well as between timeshare and multi-annual reservations of hotel rooms.   8. 1. Areas dealt with in 2008 1.5. Fiscal Matters TOMS : in the framework of ongoing infringement proceedings, ECTAA called for the revision of the scheme. ECTAA is analysing the effect of the new rules on the place of supply for travel agents. Reduced VAT rates: ECTAA supported application of reduced rates to all tourism services included in the list and their extension to restaurant services, intermediary services in connection with passenger transport services as well as part of travel agents’ margins relating to services eligible to apply a reduced rate.   9. 1. Areas dealt with in 2008 1.6. Standardization ISO: ECTAA monitored the work of TC 228 on tourism and related services. ECTAA obtained withdrawal of proposal for standards on adventure tourism, which will need to be redrafted. CEN: monitoring of CHESSS project as well as work on accessibility of disabled and PRMs to transport and tourism services. ECTAA bi-annual meeting, Valencia, 27 November 2008
