General • The Exercise INSARAG Singapore 2002 is a regional international urban search and rescue (USAR) exercise, which is organized within the framework of the activities of the INSARAG Regional Group Asia/Pacific

Exercise Objectives • Promote professional collaboration between Asia/Pacific USAR teams • Train SAR team managers on UN/ INSARAG Disaster Response Concept • Practice the UNDAC team in OSOCC methodology • Validate a standard urban SAR exercise package

Conduct of the Exercise • Phase I • Arrival of USAR teams and processing through immigration and customs in cooperation with UN Reception Centre • Phase II • BoO, area and site assessments by USAR teams and development of a joint operations plan in cooperation with OSOCC and LEMA • Phase III • Processing out of USAR teams and hand-over of coordination structures to local authorities
Operational Objectives • Reception/Departure Centre • set-up of a Reception Centre in cooperation with airport authorities • process and facilitate arrival of international USAR teams in cooperation with airport authorities • ensure reliable information exchange between Reception Centre and OSOCC • develop and execute an exit strategy, including an hand-over plan to airport authorities
Operational Objectives • OSOCC and LEMA • Set-up of an OSOCC in cooperation with LEMA • Establish procedures for information exchange and task-sharing between OSOCC and LEMA • Facilitate the development of assessment and operations plans for the USAR operation in cooperation with international USAR teams and LEMA • Develop and execute an exit strategy, including a hand-over plan to LEMA
Operational Objectives • Urban SAR teams • Register arrival at the Reception Centre • Integrate into and support the coordination mechanism of OSOCC and LEMA • Carry out BoO assessment • Assist OSOCC/LEMA with the development of an assessment plan for the entire SAR operation • Carry out area and site assessments and assist OSOCC/LEMA with the development of an operations plan for the entire SAR operation • Develop and execute an exit strategy, including departure through the Departure Centre
