Summary of UN/ECE/WP29 158th–159th Plenary Meetings Since the last Meeting, Two WP29 plenary meetings were held 158th Plenary Meeting - 3 New UN Regulations were adopted - 54 amendments of UN regulation were adopted 159th Plenary Meeting - Total 31 draft amendments to existing UN regulations were adopted - 4 -

General Statements of the 158th Plenary Meeting Attendance 158th session (13 - 16 Nov. 2012) - 48 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and European Union (EU) - 10 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements Concerning the project "For Future Inland Transport Systems (ForFITS)" on the development of a tool for the assessment of inland transport CO2 emissions with a transport policy converter, WP.29 informed the tool would be completed by the end of January 2013 - 5 -
  6. 3. Highlight of the Recent Sessions(1) Recent GR’s Sessions GRB(56th Noise, 3-5 Sep. 2012) - Mr. S. Ficheux (France) was elected as GRB Chair for the 2013 sessions Concerning QRTV, GRB noted the publication of the New Proposal of Rule Making (NPRM) to which the development of the UN GTR on QRTV was linked, was not yet publicly available in the United States of America GRRF (73th Brakes & Running Gear, 18-20 Sep. 2012) Japan proposed to introduce new provisions for "Lane Keeping Assist Systems (LKAS)" and "Parking Assist Systems (PAS)", which would amend UN R.79 (Steering equipment) or to establish a new UN Regulation - 6 -

Highlight of the Recent Sessions(2) GRSG(103rd General Safety, 2-5 Oct. 2012) GRSG adopted the proposal for the installation of a new generation of exterior and interior mirrors enclosed in a protective housing or holder Germany proposed to clarify definition of interior materials which shall be tested on the current provisions GRE(68th Light and Light-Signalling, 16-18 Oct. 2012) GRE explained the work led by GTB on simplification of regulatory provisions regarding lighting and light-signalling devices and their installation as well as on resolving the glare versus. night-time distance visibility issue and resulting need for automatic headlamp levelling - 7 -

Highlight of the Recent Sessions(3) Development of IWVTA IWVTA Informal Group reported on the good progress made by IWVTA and its subgroups on the revision to the 1958 Agreement and the development of UN R0 Group will submit a first draft of the amendments to the 1958 Agreement for consideration at the March 2013 session of WP.29 IWVTA Informal Group confirmed the need for flexibility in the IWVTA concept, both approaches discussed in the informal group were in line with the contemplated revision of the 1958 Agreement - 8 -

Report of the 158th Session(6) 1998 Agreement Proposal amendment to UN GTR : 2 GTR 4 (WHDC): Correct references to paragraphs in Amendment 1 GTR 5(OBD) : Introduce amendments to the test procedures Progress on the Development of New or Amendment GTRs Head Restraints(GTR No.7) IG will submit a draft UN GTR to GRSP at its December 2013 session, and to transmit it to AC.3 for consideration and possible adoption at its June 2014 session WHDC(GTR No.4) - IG on heavy duty hybrids(HDH) wasdelayed but still within the overall time line -UN GTR should be ready by end of 2013 and, as anticipated, adopted by 2014 Pedestrian Safety(GTR No.9) IG submitted the second progress report , Consideration of mutual Resolution, Injury criteria - 14 -
  15. 4. Report of the 158th Session(7) Tyre The draft UN GTR would be submitted to AC.3 for final consideration and possible adoption at the June 2013 session. AC.3 adopted the preliminary report WLTP - Reported that there were still several difficult issues to be resolved. If these issues could not be resolved at GRPE level, guidance would be requested from AC.3 at its March 2013 session Draft GTR on QRTV - Discussion issues : (i) a review of testing methodology for alert sound used in USA (ii) a presentation on CARS 21 activities by EC (iii) detailed look at the draft ISO 16254 (measurement of minimum noise emitted by road vehicles) Draft GTR on Electric Vehicles - Discussion issues : (i) The updated standard and regulation activities (ii) UN GTR outline, roadmap of work and timeline - AC.3 adopted the terms of reference of the IG on electric safety and the first progress report - 15 -

General Statements of the 159th Plenary Meeting Attendance 159th session (12 – 15 Mar. 2013) - 48 countries, including Austria; Canada; Japan; People’s Republic of China; Korea; US ; European Union (EU) and so on - 10 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements Presented the strategic orientation of the ITC and the Transport Division’s activities emphasizing the global outreach, especially in the field of vehicle regulations, transport of dangerous goods, border crossing facilitation and road safety Introduced the signing of two Ministerial Declarations : one on Euro-Asian Transport links and one on Unified Railway Law - 16 -

Highlight of the Recent Sessions(1) Recent GR’s Sessions GRSP (52nd Passive Safety, 11-14 Dec. 2012) Concerning phase 2 of UN GTR on pedestrian safety, GRSP had adopted the revised terms of reference of IG Side impact dummies, IG was finalizing the validation of the 50th percentile of WorldSID but that validation of 5th percentile dummy would need more time than expected GRPE (65th Pollution & Energy, 15-18 Jan. 2013) Concerning the work on WLTP, informed the submission of a draft UN GTR was considered feasible in special GRPE session of Nov. 2013 Concerning subgroup on EVE, GRPE adopted the updated terms of reference Informed to conclude the activities of IG and task force group on EFV GRB 57th Noise, 5-7 Feb. 2013) Establish a group on vehicle noise with the main goal of finalizing a proposal for the 03 series of amendments to UN R51 GRRF 74th Brakes & Running Gear, 19-22 Feb. 2013) Reconsider the proposal by Japan to amend UN R79(Steering) or to establish a new regulation for ’Lane Keeping Assist Systems(LKAS)’, ‘Parking Assist Systems(PAS) ’ - 17 -

Highlight of the Recent Sessions(2) Development of IWVTA Sub Group of 1958 Submitted to WP29 and Presented a first draft proposal of the revised 1958 Agreement and outlined the remaining issues as follows; (i) legal status of the so-called placeholder specifying the administrative provisions for the type approval procedure (ii) the possible reduction of the notification procedure by a CP from six months to three months (iii) the possible need to change the condition of the formal adoption of a new regulation or an amendment to an existing Regulation (iv) the application of the regulations annexed to the 1958 agreement for self- certification purposes Sub Group of UN R0 Considered the procedure on how to upgrade R0, to clarify IWVTA step 1 and to clarify the crucial question if Cp applying it would have to apply and recognize all individual Regulations listed in R0 - A first proposal on R0 will submitted at Nov. WP29 session - 18 -

Report of the 159th Session(1) 1958 Agreement Vote of draft amendments to existing regulations - Total 34 draft amendments were submitted to AC.1 for vote - 31 draft amendments were adopted 17 for GRE, 5 for GRSG, 4 for GRRF, 3 for GRB, 2 for GRSP GRE : 17 R3 : Amend the geometric visibility provisions R6 : Reduce geometric visibility angles for rear signalling lamps R7 : Clarify minimum photographic requirements of position and side marker lamps R19 : Amend the cut-off requirements of R19 R37 : Introduce new light source(PY21/5W) for position lamps of motorcycle R45 : Clarify the requirements concerning the number of test samples R48 : Clarify the test conditions for the requirements on the sensitivity of the sensor system for ADB R48 : Clarify auto-switching requirements of headlamps and AFS R48 : Clarify the requirements for mandatory manual override of the automatic/adaptive driving beam (ADB)control R87 : Amend the requirements on light source failures R119 : Delete the 1 cd requirement for geometric visibility R128 : Introduce a new category LW2 into the new draft Regulation for LED light source R77 : Amend the geometric visibility provisions - 19 -

Report of the 159th Session(4) Progress in the Development of New GTR or Amendment to GTRs Motorcycles emissions(GTR No. 2) Informed a proposal for amendment 3 UN GTR 2, correcting the units used in some equations and modifying a figure on the gear use during acceleration phases, will be submitted at June WP29 session WHDC(GTR No. 4) The draft amendment to the UN GTR will be submitted at the GRPE session of June 2014 Head restraint(GTR No. 7) developing a proposal to redefine the height of the head restraint in terms of its “effective” rather than “absolute” height and was ready to deliver a new procedure for its measurement at the May 2013 session of GRSP Draft GTR on HFCV - The HFCV subgroup on safety(SGS) had concluded its work and will be submitted Draft GTR at June WP29 session 2013 - 22 -

Report of the 159th Session(5) Draft GTR on Tyres - Draft GTR will be submitted at June WP29 session 2013 with the pending questions in square brackets Draft GTR on WLTP Reported that there were several difficult issues to be resolved and expected that AC3 could consider the draft UN GTR at its March 2014 session Draft GTR on Pole Side Impact Draft GTR would be considered at the May 2013 session of GRSP and will be submitted Nov. WP29 session Draft GTR on Electric Vehicles Informed that the discussion mainly focused on examining existing technical requirements used by CPs and on the group’s roadmap of work activities Draft GTR on QRTV Started examining below concerns; i) A proposal tabled by Japan ii) The USA notice of proposed rulemaking(NPRM) on this subject iii) The recommendation and approach undertaken by the EC Preparing the outline of the UN GTR as well as to examine possible interactions with the provisions of UN R41 and UN R51 - 23 -
