Overview of 2010/11 • Summer 2010, reapproval of existing centres wishing to offer QCF Door Supervision (Unit 4 Physical Intervention) and continuing reapproval visits for existing Edexcel centres wishing to add this qualification to their Edexcel approvals • Since summer 2010, Endorsement process for centres wishing to use own materials to deliver Physical Intervention (L2 or L3 DPIPSI) • SV of programmes with internally assessed aspects by post or visit • QRD visit to all centres to check centre systems robust including exam processes

Visit or Postal Sample • For 2010/11 (and 2011/12) SV activity • VISITS for centres offering: • QCF L2 Door Supervision • QCF L3 Delivering Physical Intervention • QCF L3 Close Protection • POSTAL sampling for • QCF L2 CCTV • QCF L3 Delivering Conflict Management Training • QCF L2 Disengagement and non-restrictive PI Skills / L2 • Disengagement and PI Skills • No SV for examination only programmes • L2 Security Guarding and L2 VI

Issues in 2010/11 • Blocks on centres in Oct/Nov until SV sampling • Centres using NQF specifications long after these had ceased existing • No video evidence for U4 QCF DS and assessment of LO1/2/5 (knowledge) for U4 • Video evidence being poorly presented / referenced • Centres not using assignment briefs and relying on assessor observation checklists • QRD erroneous advice that accredited LIVs needed

What the SV team did to manage this • Our aim is to support and certificate learners • Appointed SVs as a matter of urgency • Limited certification issue authorised prior to SV sample • SV postal in some cases to speed sampling • SVs not blocking for no video/assignment but giving centres advice and guidance (limited amnesty) • Certification released for learners where NQF used but centre blocked until evidence QCF now being used • Sent detailed briefings to CQRs regarding specific requirements for BTEC Security centres

  10. Trainers involved in the delivery of SIA licence-linked qualifications • 1. Trainers must have successfully completed a formal training qualification • · Achieved the ‘Preparing to Teach in the Lifelong Learning Sector’ PTLLS award • Or demonstrate they possess an equivalent qualification acceptable to Edexcel • NB this applies to ALL SIA/BTEC programmes

  11. Trainers involved in the delivery of SIA licence-linked qualifications • 2. Qualifications for Trainers of Conflict Management • SIA requires all trainers delivering scenario-based conflict • management training for licence-linked qualifications to hold • NQF/QCF Level 3 in the delivery of conflict management • Training • · Edexcel Level 3 BTEC Award in the Delivery of Conflict Management • Training • · City & Guilds Level 3 Certificate for Deliverers of Conflict • Management Training • There are no equivalences

PI Trainers - Update • Until the end of August 2011, trainers can teach Door Supervision, • Unit 4 (or L3 U1) if they have either: • Achieved a qualification on the QCF for trainers of physical • intervention in the private security industry • or • Successfully undergone ‘equivalent training’ from an organisation • approved and listed on the SIA website: http://www.sia.homeoffice.gov.uk/Pages/training-trainer-training.aspx • By the end of Aug 2011, all trainers for this unit must • have achieved the QCF qualification for physical • intervention trainers

Sector Competence for Approved Trainers • Trainers delivering SIA linked qualifications must demonstrate that • they have the necessary experience, knowledge and understanding of • the sector • Awarding bodies may require additional information about a trainer’s • occupational experience for consideration in the approval process, • eg experience of working in the private security industry or working in • a role that can be mapped to the private security industry • SIA and Edexcel require trainers to have 3 years relevant frontline • operational experience in the last 10 • Trainers must also demonstrate professional development (CPD)/ • ongoing workplace experience

BTEC Security – Approvals 1 Physical Intervention • Any centre (new and existing) wishing to offer L2/L3 programmes that include SIA Physical Intervention will have an Approval Visit and will need to complete a special application form • Centre wishing to add QCF L2 Disengagement and non-restrictive PI Skills / L2 Disengagement and PI Skills will need to complete a special application • Centres will need to demonstrate they meet all SIA requirements • (eg staff, insurance, approved materials, physical resources etc)

BTEC Security – Approvals 2 • For ALL Security qualification approval applications centres must • provide • CVs and authenticated copy certificates for 2 trainers/assessors/IVs • which meet SIA requirements above • CVs MUST detail how the individuals meets relevant SIA requirements • (it is for the centre to demonstrate this so please spell it out!) • An assignment brief for an internally assessed Unit of the programme • being applied for (unless externally assessed only)

Quality Review & Development • BTEC Quality Assurance Model covers all BTEC programmes • from Entry Level to L3 • Includes 3 elements, only 2 of these apply to BTEC Security: • Ful • guidance at www.btec.co.uk, then click on • The quality assurance process and Key documents 2. (Lead Internal Verifier Accreditation/ OSCA) 3. Standards Verification

Quality Review & DevelopmentDevelop quality, deliver success, raise attainment • Every BTEC and NVQ/SVQ • centre receives annual visit • from Centre Quality Reviewer • Visits between October/April • Checks centre systems against • defined Quality Objectives & • Measures • Strong emphasis on • management of • internal verification (IQA)

Standards VerificationChecking practice, supporting standards • Standards Verification samples: • assignment briefs • assessed learner work • IV documentation • BTEC and NVQ Security will be sampled each year • The BTEC SV undertakes sampling by direct allocation to BTEC Security programmes with internally assessed components • Sample size (BTEC) determined by size and nature of BTEC provision, (usually one unit and 4 learners)

Standards Verification, BTEC Apprenticeship - Security • Where learners are registered for the whole Apprenticeship framework, one SV will be appointed to cover all aspects • L2 Certificate (Competence) Providing Security Services • L2 BTEC Certificate Knowledge of Security Services (not externally assessed Units) • Key Skills / FS (internally assessed aspects only) Will visit twice each year to sample, provide support and guidance
