  3. MHP Utility Upgrade Program Background In March 2014, the California Public Utilities Commission (CPUC) approved a voluntary, statewide, three-year pilot program. Mobilehome parks owners have the opportunity to voluntarily replace their private energy distribution systems with a new, professionally installed, natural gas and electric systems. The goal of the program is to enhance safety and reliability of utility service at mobilehome park communities The CPUC set a conversion target of 10% mobile home park spaces in each utilities’ service territory Safety and Enforcement Division prioritized the mobile home parks that submitted the CPUC form of intent

  7. What costs are covered by the Program? Beyond the Meter To the Meter • Park owners, in agreement with the utilities, is responsible to determine a contractor to perform the work from the resident meter to the mobilehome. • Cost will be reimbursed by the utilities, however, it may require up-front funding by mobilehome park owners. • Utilities are responsible for performing/paying for all utility construction work from the master meter to and including individual resident meters. • Majority of costs for replacing current master-meter/sub-meter systems to individual resident mobilehomes will be paid for by the utility.

  9. Program Benefits MHP Owner MHP Resident Enhanced Safety and Reliability: System will be professionally installed and maintained by the utility. Direct Access to Utility Programs: Energy efficiency, low income and special needs programs Enhanced Customer Service: MHP residents will have Advanced/Smart meters and access to online services and individual energy information. No Cost to Convert: Upon transfer to direct utility service, utility will waive service deposits. Enhanced Safety and Reliability: System will be professionally installed and maintained by the utility. Saves Time and Less Hassle: MHP owners will no longer need to read utility meters, bill tenants and respond to their utility service questions. This will be handled by the utility. Peace of Mind: MHP owners will no longer have the concerns of maintaining their own sub-metered gas systems. Little or No Cost Upgrade to MHP: The costs for installing utility service “to the meter” as well as to the coach is covered by the program.

What Can MHP Residents Expect During Construction • Digging and open trenches • Noise and dust • Temporary closure and limited access of parts of the park • Staging areas for materials and tools • Potential loss of some patio/driveway room to set meters • Need to enter their mobile home and access appliances during turn-on process • Construction time will depend on the size of the park and range from 2 - 6 months

Lessons Learned • Communicate early, often and candidly about both the program benefits and what to expect during construction • Involvement of the MHP owner: • Proactively getting multiple bids and timely contracting for BTM work • Gathering documents (ownership, trusts, substructure maps, etc..) • Working with residents and BTM contractor • Beyond the Meter Support • List of qualified contractors and what services they perform (gas & electric) • Willingness to take payment assignment from the Utility • Beyond the meter Liaison • Getting BTM contractor to commit to a schedule for conversion • Provide responsive customer support and issue/complaint process • Account Executive (single point contact) for onboarding process • Dedicated Customer Services Reps to turn-on appliances • Incorporate energy efficiency, low income, special needs, parts replacement programs in the customer onboarding process
