  2. Importance of leading students • no other society allows elite to be chosen and educated abroad • role of sierra leonians/ caribbeans/ Freetown compradors • rent seeking compradors changed colours after Independence • language of nationalism – behaviour of neo-colonialism

  3. Generation of failed scholars • believed what they were told by their foreign professors • promotion based on evaluation by foreign universities • no funding – no time for research • exodus of the ambitious

  4. CRITICAL ROLE OF THIS GENERATION • GET BACK TO THE ROOTS!!! • Roman Civil War – Lucan, Appian vol3&4, & Tacitus (originals in translation only! not modern books – try Loeb versions)‏ • - Toussaint L'Ouverture based his education on this- outwitted British generals and Napoleon-

  7. state of corruption • Primary cause – demoralisation • secondary – institutional arrangements • tertiary – failure of pension provisions • compare this with US/UK • compare with France • legal forms of corruption in West e.g. Microsoft etc

  8. effect of demoralisation • grab what you can whle you can? • compare India, S Korea, Thailand • psychological warfare against Africa • comprador leadership caught in a vice • can't admit it has an enemy • Bismarck's views

  9. Corruption is not just economic • Profesional corruption: • banking and law – pimps to foreign capital • Academic – lack of commitment to students

  10. Corruption & Mismanagement • Mismanagement is far far worse a cause of economic catastrophe in history • corruption is a diversion of attention from mismanagement • cf S Korea, early 19th C USA

  11. Conclusions • demoralisation is the greatest evil • leading to corruption, mismanagement an in-fighting
