  1. Harmonised statistical data basedmonitoring systems at EU level : Situation Eurostat together with DG Employment ESAW : European Statistics on Accidents at Work (>= 1993 data) EODS : European Occupational Diseases Statistics (>= 2001 data) Community Labour Force Survey (LFS): 1999 Ad-Hoc Module European Foundation for the improvement of living & working conditions • European Working Conditions Survey

  2. 1999 LFS ad hoc module & 1999 ESAW Accidents at work

  3. 1999 LFS ad hoc module & 1999 ESAW : Incidence of accidents at work by sensitive workers group

  4. 1999 LFS ad hoc module & 1999 ESAW : Incidence of accidents at work by branch of economic activity

  5. Number of accidents with > 3 days' absence (all branches) : 1994 : 4 918 066 1998 : 4 678 586 => - 4,9 % 1999 : 4 786 898 => + 2,3 % Related to workers in employment(139,4 million in 1999) : Incidence rate per 100 000 persons in employment 1994 : 4 539 1998 : 4 089 => - 9,9 % 1999 : 4 088 => 0,0 % 2000 : 4 012 (estimation) ESAW 1994 - 2000 : non-fatal - EU15 – 9 main branches

  6. Number of fatal accidents(all branches) : 1994 : 6 423 1998 : 5 476 => - 14,7 % 1999 : 5 275=> - 3,6 % Incidence rate per 100 000 persons in employment : 1994 : 6,1 1998 : 5,0 => - 17,5 % 1999 : 4,8 => - 5,2 % Excluding road & transport accidents : 1999 fatalities = 3 130 => Incidence rate = 2,9 per 100 000 ESAW 1994 - 1999 : fatal - EU15 – 9 main branches

  7. Structural indicators

  8. 1999 LFS ad hoc module : Work-related health problems

  9. 1999 LFS ad hoc module : Work-related health problems - types of diagnoses

  10. 1999 LFS ad hoc module : Prevalence of main work-related health problems by branch

  11. ESAW : administrative source (EODS similar) Strengths Harmonisation : variables Periodicity : annual series (since 1993) Pertinence : detailed data including causes (2001-2005) & consequences (days lost, permanent incapacity, fatality) Reliability : high causality Weaknesses Comparability : not exhaustive in all countries, though corrections are made, differences in insurance schemes Coverage : not complete (self-employed, public sector, etc.) Timeliness : publication > reference year + 2 years

  12. LFS ad-hoc module : survey Strengths Coverage : complete Pertinence (accidents): detailed characteristics of the employment & labour market situation of victims + effects of the injury on the employment status Pertinence : work-related health problems, other than injuries, caused or only made worse by work Reliability : large sample (650 000 persons - 11 MS + HU) Weaknesses Comparability : no administrative biases but comparability problems : types of interviews + still effects of regulations, levels of information, etc., on answers (self-assesment) Periodicity : no annual series, though to be repeated

  13. Harmonised statistical data basedmonitoring systems at EU level : Evolutions Commission Communication COM(2002) 118 final on the new Community strategy on health & safety at work 2002–2006 “Quantified national objectives should be adopted … measured by reference to indicators using existing methods (ESAW for accidents at work, and EODS for occupational illnesses) ...” “… data must be more precise, more comparable, have fuller coverage and be available earlier ... the Commission and the Member States will have to step up ongoing work on the harmonisation of occupational accident and illness statistics.”

  14. Harmonised statistical data basedmonitoring systems at EU level : Evolutions Council Resolution 2002/C 161/01 on the new Community strategy on health & safety at work 2002–2006 “Calls on the Commission and the Member States to step up work in hand on harmonisation of statistics on accidents at work and occupational illnesses, so as to have available comparable data from which to make an objective assessment of the impact and effectiveness of the measures taken ...” “… Integrating the candidate countries into Community work on harmonising statistics ...”

  15. Harmonised statistical data basedmonitoring systems at EU level : Evolutions Quality of workindicators Criteria to limit effects of the weaknesses of data : Measure relative rates & trends (basis 100) Structural Indicators for 2002 & 2003 Synthesis Report : Annual Index (1998 = 100) of the incidence rate of “serious” accidents at work (> 3 days - I.6.1) - & fatalities at work (I.6.2), including Candidate Countries since 2003 Synthesis Report Future composite indicator (+ work-related health problems ) : Days lost & more generally severity / consequences / costs

  16. Harmonised statistical data basedmonitoring systems at EU level : Evolutions 1st priority : Consolidation of ESAW & EODS Full implementation of new/last phases : ESAW phase 3 on the causes of the accidents; EODS Phase 1 on occupational diseases recognised during the year & deaths occurred during the year due to recognised occupational diseases, including information on diagnostic, exposure & severity Improvement : comparability, coverage, timeliness Implementation in Candidate countries (PHARE project)

  17. Harmonised statistical data basedmonitoring systems at EU level : Evolutions Continue development of new tools Indicators for policy monitoring for New Community Strategy on HSW& Quality of work On socio-economic costs : statistical model on direct & indirect costs of accidents at work (to be compared by policy makers with information on costs of prevention policies, for costs/benefits analysis) Rapid identification of new risks - New ad hoc module(s) : LFS : 2007 (other surveys ?) - if strong political demand
