  2. “Transit at the Table” … purpose • I.D. barriers to increasing ridership (financial, regulatory, policy or process) • Brainstorm solutions where Caltrans may be able to help

  3. “Transit at the Table” ….content • Concept & questions were developed by FTA, which we have modified to this audience. • Consists of a series of questions to help us identify the areas that can act as barriers to increased ridership. • The questions are split into 3 categories: planning representation, participation, and finance.

  4. “Transit at the Table” …process • We will have at least 3 tables. • Each table will discuss 1 of the 3 categories on the handouts. • Each table will have a moderator/note-taker. • Each table will discuss its assigned area for 20 min.

Representation on RTPA/MPO Board and Committees • Is the signed Memorandum of Understanding (MOU) between your agency and the RTPA/MPO up-to-date reflecting policy, responsibility, or funding changes? • Does the MOU identify explicit roles for transit operators in the RTPA/MPO process? • Are you a voting member of the RTPA/MPO Board (or have Board representation)? • Are you represented on, and active in, RTPA/MPO policy and technical committees? • Do you see any role the state can play in including you in meeting representation? • What would you need to more fully participate?

  6. “Transit at the Table” …cat 2 2. Involvement in Planning and Special Studies Are you involved in developing the area long-range plan? Do you monitor progress and products of the planning process? Does the transportation plan integrate public transportation elements with highway, pedestrian, bicycle, air, and other modes? Is the transportation plan coordinated with local land use plans? Are TOD policies and strategies included in the plan? Are system management, maintenance, operations included? Does the plan include plans/policies that highlight the benefits of transit? Are you involved in educating the public or promoting regional comprehensive plans and policies from transit perspective?

  7. “Transit at the Table” …cat 3 3. Involvement in Funding and Implementation Are you involved in identifying, prioritizing, and scheduling projects for the TIP? Do you feel that the TIP prioritization process is objective and fact-based? Do you feel that you receive a fair share of the region’s project funding? Does the TIP decision-making process consider flexible federal funds? Is the MPO’s status reporting of TIP project funding timely and reliable? Are you involved in cooperatively forecasting revenues for the Plan and TIP? Are your revenues considered and incorporated in these estimates? Are you able to assume future revenue enhancement plans and proposals?

  8. “Transit at the Table” …summary • These questions are just a starting point for the discussion. • If you have clearly identified concerns to raise regarding one of the 3 categories, please tell us!

  9. “Transit at the Table”… results • We will summarize the results tonight if possible and let you know some feedback tomorrow. • Otherwise we will follow up in an email to all of you.
