  3. Ten Core Systemic Drivers • Partnerships • Teacher Development and Support • Assessment • Trial Exams • Textbooks and Workbooks • District Development and Support • District Monitoring and Reporting • Grade 12 Support • Grade 10 Support • Communication

  4. Partnerships All educational stakeholders, guided by the Nedlac Accord collectively commit to ensuring the success of the catch-up plan.

  5. Teacher Development and Support • CAW Training (CAPS, Assessment (including ANA), Workbooks) • Teacher Support for GET with a focus on ANA preparations • Teacher Support for FET (i.e. Grades 10 - 12) with a focus on the key activities

  6. Assessment • ANA implementation in Grades 1-6 and 9 demonstrates how to use exemplars and drills for exam preparation • The countdown to the National Senior Certificate (NSC) focuses the kinds of support delivered to schools

  7. Trial Exams • These exams are routinely run in September in schools by Province • The trial exams serve as an impetus for learning • The trial exams will indicate the effectiveness of learning and teaching in 2012

  8. Textbooks and Workbooks Demonstration of curriculum coverage through: • Access to textbooks and workbooks • Daily use of the resources • Homework based on the resources

  9. District development and Support Improved capacity to monitor and support: • Curriculum coverage and continuous assessment • CAW (CAPS, Assessment (including ANA), Workbooks) • Teacher portfoliofiles • Learners class work and homework

  10. District Monitoring and Reporting • Each district to create a war room • Submission of bi-weekly reports from schools to districts - from districts to provinces - from provinces to national office • These report should account for delivery and implementation

  11. Duration of theGrade 10 and 12 Support • Interventions will run from as close to 20 August to November 2012 • Most of the interventions will continue in 2013 with the view of supporting the Grade 12 NSC supplementary exams

  12. Grade 12 Support • The spring boot camps - in preparation for trial Grade 12 exams; • The Mind the Gap study guides in four subjects (Life Sciences, Accounting, Geography and Economics) to all learners; • The Winning Teams programmeto support Maths and Science in schools in particular the 590 underperforming schools; • Mindset Network community radio broadcasts in partnership with DBE and MTN with a focus on Maths, Science and English First Additional Language; • Learning Channel television/DVD lessons for Grade 12 viewed at selected schools located across the province; • Avusa Education newspaper exam supplements for all Grade 10 and Grade 12 learners in 6 subjects top; • Avusa Education newspaperweekly supplement for all Grades 12 learners.

Grade 10 Support • Mindset Network community radio broadcasts in partnership with DBE and MTN; • Learning Channel television/DVD lessons for Grade 10 viewed at selected schools located across the province; • Avusa Education newspaper exam supplement for Grade 10. • Avusa Education newspaper weekly supplement will keep learners informed about Grade 10 programme activities.

  14. Communication • A clear circular to all schools concerning the catch-up plan to ensure all stakeholders are informed and mobilised. • The AVUSA newspaper weekly supplements delivered to all learners is to include a listing of news, events and schedules • MTN marketing campaign for Mindset network’s community radio broadcasts and learning Channels’ TV/DVD lessons. SMS push • Social media and online postings – DBE, Mindset Network, Learning Channel, MTN • Community radio stations • SABC

  15. National Role Players At the national level : • The Department of Basic Education, national stakeholders such as NEDLAC, QLTC, SGB Associations, ETDP-SETA, SACE and teacher unions • UNICEF to provide financial and technical support. It is committed to assisting with the independent monitoring and evaluation of the implementation of the catch-up plan • MTN is supporting Mindset Network to provide radio broadcasts • Mindset Network and Learning Channel are jointly supporting the provision and installation of televisions and DVD players • The National Partnership for Education to assist with fundraising

Provincial Role Players At the Provicial Level: • The District Director who will assume full authority and take responsibility for the monitoring and reporting of the implementation of the Ten Point Plan • The Chief Education Specialist for Curriculum who will take responsibility for programme delivery and all necessary functions delegated by the District Director • The Chief Education Specialist, Governance and Institutional Development who will take responsibility for all governance and institutional mechanisms necessary to support the programme • The QLTC Co-ordinatorwho will take responsibility for stakeholder relations and co-ordinate all efforts that require the marshalling of all stakeholders and buy-in

Local Role Players At the local level we rely on: • principals managing their schools and protecting learning and teaching time • teachers being in class on time and teaching • learners committing to their studies conscientiously • parents and community members committing to support learners and learning • community radio stations mobilising everyone’s involvement in the catch-up plan activities

  18. Implementation Support Teams The roll-out teams are comprised of representatives for each of the activities in the Ten Point Plan i.e. they are multi-disciplinary support teams These teams will be led by the Provincial and Delivery Oversight Unit (PDOU) currently steered by DDG, PalesaTyobeka The multi-disciplinary teams are responsible for meeting with district managers and district curriculum support teams and the provincial counter-parts to keep them informed and to provide support where required
