Proposal Development • Senior management commitment • Transparent process • Recognition of the NS capacity by different stakeholders • Strategic Plan – with clear strategic directions • Support from IFRC
Programme Management • HIV and AIDS has a clear strategy at organizational level • Motivated programme staff • NS agreed to realistic targets – based on past years performance • Monitoring system was in place - not harmonised – PMU and IFRC supported the capacity building at all levels. • Translation of reporting tools in local language • With TB , standard monitoring tools were developed for all SRs • PMU – Supported TB Training Curriculum Development • External evaluations conducted
Improvements to date…… • Grants Management Manual • NS Monitoring and Evaluation Framework - Clear reporting deadlines - Standardized reporting tools - Improvement in data quality check – verifications • PMER focal person – critical • Improved communication between coordinator and project accountant – need to explain variances • Director ‘s forum – feedback on performances of all SRs (attended by the SG)
Finance and Administration • Finance Policy was available but outdated - Revised Policy • Asset Management guidelines • Procurement Guidelines • Fleet Management Policy • Human Resource Policy (Clear staff contracts; PMS)
Organizational Development • Building strong partnership is key • Inclusion of branch development aspects • Volunteer Management Policy • Governing board support - contingent fund –just in case • Strong emphasis resource mobilization
