  2. BAL-003-1 Requirements R1. Each Frequency Response Sharing Group (FRSG) or Balancing Authority that is not a member of a FRSG shall achieve an annual Frequency Response Measure (FRM) (as calculated and reported in accordance with Attachment A) that is equal to or more negative than its Frequency Response Obligation to ensure that sufficient Frequency Response is provided by each FRSG or BA that is not a member of a FRSG to maintain Interconnection Frequency Response equal to or more negative than the Interconnection Frequency Response Obligation. 2

The Interconnection Frequency Response Obligation (IFRO) is based on the resource contingency criteria (RCC), which is the largest category C (N-2) event identified except for the Eastern Interconnection, which uses the largest event in the last 10 years. In the West, the RCC is 2,740 MW or a double Palo Verde outage. IFRO for the WI is 840 MW Interconnection Frequency Response Obligation
