EU policies & Targets (1) RES-e DIRECTIVE2001 : to establisha framework to increase the share of green electricityfrom 14% to 22% of gross electricity consumption by 2010 RES White paper 1997: increase share of RES from 6% to 12% of gross consumption by 2010 Directive on liquid biofuels targets: 2% by 2005; 5.75% by 2010 Action plan for Energy Efficiency target: to reduce energy intensity by a further 1 % point per year until 2010

  8. WHAT IS CONCERTO ? CONCERTO will support concrete initiatives of local communities working towards a completely integrated energy policy, harmonizing a substantial use of RES with innovative technologies and systems to minimize energy consumption and to improve the quality of citizens’ lives.

  9. WHAT IS A CONCERTO COMMUNITY ? A CONCERTOcommunity is a Local community - in which politicians, planners, developers and citizens - actively co-operate to develop and demonstrate - high degrees of decentralised energy supply - from various sources of renewable energy, - together with a conscientious application - of the leading energy efficiency measures - in a symbiotic way

How can my Community Benefit from CONCERTO? • Global: • contribute to EU objective - 12% of RES • CO2 reduction • security of EU energy suppliesLocal: • reduce energy consumption (and costs), • create local employment and wealth, • increase local control, • improve the local quality of life, • support sustainable development, ..

Typical characteristics of a CONCERTO Project • A typical CONCERTO project should ideally involve 3 communities : • of a representative size (1.000 - 100.000 citizens or equivalent) • in 3 different countries • working together towards shared ambitious goals • produce visible and recognisable impacts • enjoy a strong political commitment • already have plans for sustainable development

CONCERTO projects: Technological Requirements • Highly efficient energy saving & energy management measures • Significant increase in the share of RES supply(green electricity, heating / cooling) • Polygeneration / CHP / district heating (ideally using biomass) • Eco-buildings integrating the supply side and demand side in a symbiotic way • Intelligent management / control of distributed generation and grid networks

Conceptual example (1) New / retro-fitted urban community in existing city • Sustainable development objectives : - reduce CO2 per inhabitant by 50% - average building consumption < X kWh/m2/yr - increase RES supply from 15% to 25% • Tool: integrated planning (energy, water, and waste) • Dimension: 8,000 apartments, 20,000 inhabitants, 80% housing, 20% tertiary buildings • Contract Partners : Municipal authority, developer, local energy agency, heating ESCO, technical institute, residents association

Conceptual example (1) New / retro-fitted urban community in existing city • ACTIONS TO BE TAKEN : • 100% district heating • Innovative CHP, with 50% biomass co-firing. • Roofs to have solar heating and grid connected PV • Buildings - new measures to control energy demand • “Intelligent” electricity metering, grids management • Efficient appliances campaign • Short term heat storage • Green electricity contracts with external wind farm • Social center for awareness and support of inhabitants.

Conceptual example (2) Small town and 2 nearby villages • Sustainable development objectives : - reduce CO2 per inhabitant by 30% - increase RES supply from 50% to 75% - 2 new housing developments, 30 new local jobs • Tools : regional co-operation, integrated planning • Dimension: 50,000 inhabitants • Contract Partners : Regional authority, farmers co-operative, regional energy agency, heating ESCO, electricity distribution utility

Conceptual example (2) Small town and 2 nearby villages • ACTIONS TO BE TAKEN : • Green energy citizenship campaign • Energy efficiency action plan for municipal buildings • New dwellings - 30% better insulation than regulations, solar heating on all new roofs, PV on 20% of roofs • New farmer co-operative to grow wood for energy • CHP using 100% biomass to heat new dwellings • New ESCO to manage supplies of wood to CHP plant and wood chips for heating in existing dwellings • New local wind farm - funding by local co-operative

Conceptual example (3) Island • ACTIONS TO BE TAKEN : • Replace old wind turbines by larger on and off-shorewind parks (plan for 20 % export to mainland) • Innovative management of island electricity grid • Retro-fit dwellings - 30% better insulation than codes • Retro-fit of solar heating to all roofs • Add PV to all public and all air conditioned buildings • Enhanced energy management in all public buildings • New local initiative to promote growing energy crops

Conceptual example (4) Town, developing new businessand industrial parks • Sustainable development objectives : • visibility and image to attract industry investment • high quality offices for SME’s to create jobs • local community commitment to better environment • Tools : Strict development rules, commitment to bestpractices in industrial energy efficiency and use of RES • Dimension: 70,000 inhabitants (or equivalent) • Contract Partners : Municipal authority, industry and business park developers, chamber of commerce, local energy agency, lighting controls manufacturer, university

Conceptual example (4) Town, developing new businessand industrial parks • ACTIONS TO BE TAKEN : • Establish a new ESCO • High efficiency lighting and appliances, managed byintelligent energy control systems • Tri-generation plant (using biomass) for electricity,district heating and cooling, and process freezing • Retro-fitting of existing office buildings to improvenatural ventilation, daylighting and lighting controls. • Wood pellet and solar heating for off-network demands • Heat and cold storage for community networks

FP6 budget for 1st CONCERTO Call : ~ 75 Millon € 5 to 15 Million € of EC support per contract 25 - 30 proposals submitted 8 - 10 contracts awarded (~ 3 communities in each)  25-30 CONCERTO communities (~ 1 per MS / AS) 35% max for demonstration Total eligible costs for the 1st Call > 200 Million € CONCERTO mobilises investment ~ 2 Billion € Possible SCENARIO for first CONCERTO Call

Submission Deadline 17 December 2003 (to be in Brussels at specified address) IP’s are most appropriate for CONCERTO, with focus on integration - STREP proposals for integration of RES will have “low priority” Budget breakdowns for CONCERTO must include FULL CONTRACT DURATION (not just the first 18 months) Targeted dissemination plan Sustainable monitoring / assessment CONCERTO Proposals :points to remember

Normal FP6 evaluation criteria apply : - relevance, - potential impact, - S&T excellence, - quality of consortium, - quality of management, - mobilisation of resources Prioritise between excellent proposals on : Replication potential Credible, quantified benefits for the local community and its citizens eg: quality of life (health, comfort), environment, jobs Credible evidence of sustainability Cost effectiveness of the impacts CONCERTO proposals :Evaluation Criteria
