  2. What we Already Know France owned the land before 1803 U.S. wanted port of New Orleans to ship farm products from west to east Napoleon wanted to sell the entire LA Terr. to U.S. so that he could fight wars in Europe U.S. bought 500 million acres for $15 million (3 ¢ per acre)

  3. Was the Purchase Constitutional? Jefferson believed in interpreting the Constitution word for word, but there was nothing about the President purchasing land Jefferson did have the power to make treaties Congress’s check on Jefferson: the Senate had the power to approve or reject the treaty; it approved this treaty

  4. Congress’s “Power of the Purse Strings” • Each year the President sets a budget for the nation; Congress must approve that budget • Congress can approve government programs & provide money for them • After the LA Purchase, Congress funded an Expedition (exploration of the territory)

  5. Your Mission: • Join Lewis and Clark in their expedition of the Louisiana Territory, and take detailed notes on the plant and animal life you observe. • Go to the link “Into the Unknown” on my webpage under “Helpful Websites.” • In your journal, write a list to keep track of the decisions your Corps of Discovery makes along the way. Also, draw at least 5 detailed pictures of your observations. You may color them if you have time.
