  1. PRIORITY AREAS OF THEDOST - INFORMATION AND COMMUNICATIONS TECHNOLOGY OFFICE (DOST-ICTO)

The passing of E.O. 47 is the Aquino Administration's initiative towards the consolidation of all government-led ICT efforts- from policy, to research and development, to capacity building, to e-government implementation. The DOST-ICTO, shall prioritize programs and projects on three areas that are crucial in pushing forward the country's lCT development, and which are aligned with the thrusts of the Philippine Digital Strategy (PDS) 2011-2016

  3. PRIORITY AREAS OF THE DOST-ICTO E-Governance Internet for All Support to ICT Industry

  4. 1.E-Governance • Implement an e-governance strategy to be able to achieve transparency in all levels of government. • Improve government ICT infrastructure, systems, and ICT-related policies and procedures to allow for integrated government operations that would enhance efficiency in government service delivery.

  5. 1.E-Governance b) i. Working with DBM, DOF and COA, contribute to improving the availability of and access to Government Financial Information by providing a system for the timely reporting of financial and performance metrics of government agencies.

  6. 1.E-Governance b)ii. Improve and expand delivery of government service throughout the country. The DOST ICTO will rollout Community E-Centers (CeCs), with a target of at least one CeC per municipality, to provide e-government services. This would ensure that access to online government services will be provided down to the municipal, and even to the barangay level. For this purpose, the DOST-ICTO intends to put in place an integrated government ICT infrastructure to address the storage, computing, and connectivity needs of government agencies.

  7. 1.E-Governance b)iii. Maintain a government service portal that would allow the public online access to egovernment services. E-government services that will be offered include: NBI clearance, birth/death certificate, marriage certificate, PHILHEALTH certificate, among others.

  8. 1.E-Governance c)lmprove delivery of social services. i. Education: DOST-ICTO shall focus on programs/projects that promote e-learning including use of PC Tablet, educational modules, and e-library access to improve educational systems. ii. E-Health: DOST-ICTO shall expand the UP National Tele-Health Center's efforts throughout the country so that people can have remote access to doctors/specialists.

  9. 1.E-Governance • iii. Disaster Mitigation and Preparedness: • DOST-ICTO will help improve and integrate disaster related data gathering and processing. • The information that will be generated will be made available in a timely manner for disaster managers to enable them to make informed decisions. • iv.e-LGUs: The DOST-ICTO will support the streamlining and automation of LGU services to optimize ICT to deliver better service and increase revenue collection of LGUs.

  10. 2. Internet for All • The DOST-ICTO recognizes the need to provide adequate bandwidth throughout the country to ensure widespread proliferation of ICT access in underserved and unserved areas. The DOST-ICTO can leverage on existing government communications assets as a cost-effective strategy to reach these areas, and focus on providing last-mile connectivity to areas which are too remote for the Telcos to service. Moreover, the DOST shall look into appropriate policies to make Internet access more affordable, faster, and reliable.

  11. 3. Support to ICT Industry • The DOST-ICTO, together with DepEd, CHED and TESDA shall endeavor to create and sustain an enabling and conducive policy and business environment to attract more investments in the sector, and maintain our leading position in the global IT-BPO market. This will be done through the following strategies: • a) Strengthen and expand the next-wave cities initiative, to bring the jobs to where the people are. •   b) Marketing and promotional support to emerging • Philippine lT innovators. • c) Use of S&T for human resource development.
