POVERTY ANALYSIS (2005/06) • 28.8 % of the Saint Lucian population cannot afford the food and basic non–dietary goods needed for proper functioning by human beings on a daily basis (poor population) • 1.6% of these persons are unable to obtain the requisite kilocalories for the proper functioning of the human organism (indigent)

  3. POVERTY ANALYSIS (2005/06) • 21.4 % of households were poor • 1.2% of households were indigent • 40.3% of the population, given their current consumption patterns are at risk of falling into poverty should any adverse natural disaster or economic shock eventuate.

  4. COUNTRY STRATEGY • Prioritization of poverty alleviation on the National Development Agenda • Development of a pro-poor orientation in a range of institutions that deliver service to the communities • Initiation of purposeful and targeted poverty reduction interventions

  5. OVERALL COUNTRY OBJECTIVE • Reduce current levels of poverty and social vulnerability

  8. KOUDEMAIN STE. LUCIEPLANNED ACTIVITIES • Public sensitization activities (radio, television programmes) • Meetings/ consultations with stakeholders to secure commitment and support for the programme. • Development of targeting instrument (s).

  9. KOUDEMAIN STE. LUCIEPLANNED ACTIVITIES • Identification of families/households to participate in Koudemain Ste. Lucie Programme • Recruitment of Programme Coordinator & Family Care Givers • Development of a database • Development of an adequate monitoring & evaluation system.

  12. ACHIEVEMENTS • Sensitization, commitment and support from all stakeholders. Consultation held with at least 30 agencies in November-December 2007. Programme renamed Koudemain Ste Lucie.

  13. ACHIEVEMENTS • Social Network Committee Established • The primary role of the Network is to supervise, monitor, and evaluate the Programe. • Identification of participating communities • Targeting of all indigent families in selected communities detailed surveys

  14. ACHIEVEMENTS • Operationalization of Koudemain Ste. Lucie Programme • Recruitment of Family Caregivers. • Ongoing public sensitization on the Programme

  15. CHALLENGES FACED • Limited Resources • Inadequate Political ‘buy – in’ • Changes in Institutional Arrangements for Implementation • Inadequate Networking

Institutional collaboration and coordination is critical to the success of the programme Effective targeting is important It is necessary that the programme be supported by a well designed, integrated information system. Psychosocial support is a core component of the programme LESSONS LEARNT

Planned Activities • Introductory meetings with family caregivers and selected indigent families • Field visits with Family Caregivers • Selection of additional communities for participation in the programme. • Comprehensive Training of Family Caregivers/ Social Workers in Life Skills • Establishment of Management Information System (to support programme) • Provision of support to indigent families
