EnergyConceptofthe German GovernmentDecisionadoptedbythe Federal Government on 28 September 2010 The programme‘s subtopic entitled Energy efficiency as the key factorfocusses on utilising the industry‘s efficiency potential (see p. 12): The European Commissionhas approved relief from the eco-tax for German industry up to 31 December 2012. The relevant Directive requires that companies receiving tax relief – such as the energy tax rebate – contribute something appropriate in return. From 2013 the German government will continue to grant eco-tax relief to energy-intensive companies – which is to be adopted as part of the Budget Support Act – only if companies contribute towards energy savings. Proof of savings can be provided through certified logging in energy management systems or through other equivalent measures. With regard to other tax relief, the German government will consider which measures can satisfy the requirements of the Directive in terms of appropriate action by companies in return. In future, this requirement is to be linked to the operation of energy management systems in accordance with international standards (EN 16001, ISO 50001). This will flag up relevant efficiency potential so that it can then be exploited. This is a low-cost approach which above all does not place undue strain on small and medium-sized businesses while nevertheless systematically exposing opportunities for improvement.

  6. mod.EEM – Pilot project for the step-by-step implementation of EnMS in enterprises Initiative bythe Federal MinistryfortheEnvironment, the MKULNV NRW andthe EnergieAgentur.NRW • The Mod.EEM hasbeendesignedas a pilotprojectfor100 companiesfrom North-Rhine Westphaliafor a periodofthreeyearswiththeobjectivetoapplythesystemthroughout Germany. • The Mod.EEM createsprerequisitesforintroducingan EnMS in a step-by-stepapproachthusgrantingeligibilityforfutureelectricityandenergy tax relief. • Depending on potentiallyexistingsystems, thestructureofthe Mod.EEM isbased on DIN EN 16001: Energy Management Systems in Practice – A Guide for Companies andOrganisations/ ISO 50001.

Set-up of the mod.EEM • In additionto a statusanalysis, theBasic packagecomprises a comprehensiveinventoryof a company‘senergyflowstogetherwith a systematicdocumentationofresultsandactionplans. • TheAdvancedpackagehasbeendesignedtoimplementtheresultsofthebasicpackage in a structuredway. Essential buildingblocksofthispackagecomprise Part I includingguidelines on implementationandoperation, and Part II including an assessmentoftheEnMS‘ performance. • The Consolidationpackageprovideselementsforsettingup a continuousimprovementprocesstoensurethatthe EMS issuitable, appropriateandefficient. Thispackageaimsatcertifyingthe EMS accordingto DIN EN 16001 / ISO 50001.
