  3. PFC Program at Buffalo Niagara International Airport • PFC imposed since 1992, $4.50 level since 2007 • Ten approved PFC applications • FAA approvals for $164.1M • Collection authority legalexpiration: April 1, 2015 • As of May 2014, $156.0 Min PFC revenue • Approx. $11M annually

Notice to Air Carriers and Consultation Meeting • On August 15, 2014, the Authority provided written notice to the air carriers that it would hold this consultation meeting; the notice included: • Project descriptions • PFC level and total PFC revenue • Charge effective and expiration dates • Class of air carrier not required to collect the PFC • Date, time, and location of air carrier consultation meeting • This booklet provides all information required under 14 CFR, §158.23(b) regarding consultation with air carriers • Project descriptions • Project justifications • Detailed project financial plans

Class of Air Carrier Not Required to Collect PFC • Air taxi / commercial operators (ATCOs) • Administrative burden of collections would outweigh revenues • Currently excluded from collection • Air carriers in this class provided service to 592 enplaned passengers at BUF in CY 2012, and included: • Aero Jet Services LLC • Crow Executive Air, Inc. • Jet Solutions LLC • PriesterAviation LLC • Prior Aviation Service, Inc. • Seneca Flight Operations • Wellsville Flying Service, Inc.

Air Carrier Requirements • In accordance with 14 CFR, §158.23, each air carrier shall provide written certification of agreement or disagreement with the proposed application by Thursday, October 16, 2014 • If an air carrier does not provide certification, the air carrier is considered to have certified its agreement • A certification of disagreement must contain the reasons for such disagreement; the absence of such reasons shall void the certification of disagreement • Certifications should be sent to: Darren KempnerManager, Grants and Gov't Affairs, NFTA 181 Ellicott Street Buffalo, New York 14203 Phone: 716.855.7305 E-mail: darren_kempner@nfta.com

  9. New ARFF Facility • Description: • This project will provide for the construction of a new Aircraft Rescue & Fire Fighting (ARFF) facility with eight vehicle bays. This project also includes the purchase of command post equipment that will be placed in the facility. • Justification: • The existing facility is now over 40 years old and suffers from a number of deficiencies including a lack of storage space, lack of drive-through bays, vehicle bays that cannot accommodate newer and larger ARFF equipment, and inadequate space for staff needs.

BNIA Jet Bridges • Description: • This project includes the replacement of Passenger Boarding Bridge (PBBs) at Gates 9 and 19, as well as the procurement and refurbishment of Gate 11. • Justification: • The PBBs at Gates 9 and 19 have exceeded their useful life expectancy of 20 years. The acquisition of Gate 11 would allow the Airport to maintain capacity at the Airport as well as to increase competition, and a recent appraisal has shown that the PBB at Gate 11 is in need of repair.

  11. Runway 14 End Mill and Overlay • Description: • This project consists of design and construction services for the reconstruction of a portion of Runway 14. The project area includes the Runway 14-end to the hold line northwest of Runway 5-23, excluding the intersection and continuing from the hold line southwest of Runway 5-23 to the 32 end. • Justification: • The project is necessary to address the functional condition of the Runway 14-32 pavement due to age and usage. The PCI is approximately 59, and the last renovation occurred in the late 1990s.

ARFF Equipment Projects • Description: • This project includes the purchase of the following ARFF equipment: thermal imagers, fire emergency command vehicle, extrication air bags, self-contained breathing apparatus, mobile radio replacement, Pumper F3 replacement, Rescue Vehicle F7 replacement with a Quint vehicle, ARFF Vehicle F6 replacement, and thermal cameras. • Justification: • The equipment purchases are necessary in that each is either a replacement for an existing counterpart past its useful life or has been deemed necessary for future fire prevention efforts at the Airport.

  13. Security Equipment • Description: • Three components are included in this project: the purchase of a new security access control system, an upgrade for BNIA dispatch, and the replacement of an ID badge printer. • Justification: • Due to equipment failure and the failure of repairs, the previous access control system did not meet the security requirements of the TSA. • Upgrade for BNIA dispatch is needed because the current system is beyond any usefulness due to exceeding its intended operational life. • The existing ID badge printer frequently requires repairs and is in need of replacement.

  14. Snow Removal Equipment • Description: • This project includes the purchase of one Multi-Task SRE and one snow melter. The equipment will be used on-Airport to clear snow from the airport operations area, which is necessary for the ongoing operation of the Airport. • Justification: • The equipment will be replacing existing equipment that has exceeded their useful lives.

  15. Passenger Movement Vehicles • Description: • This project will involve the purchase of 20 passenger shuttle buses to provide shuttle service between the terminal and parking facilities. • Justification: • The passenger shuttle buses will replace current vehicles that are beyond their useful lives.

  16. Fire Alarm System Upgrades • Description: • A new fire alarm system was installed which serves the BNIA Terminal Building, Parking Garage, Fuel Farm, Aero Drive tunnel, and vehicle Maintenance garage. • Justification: • Due to equipment failure and degradation of the communications trunk of the fire alarm system the BNIA no longer met the NFPA Life Safety code for its building classification. The original terminal fire alarm systems was in excess of 10 years old and the NFTA had been notified by the manufacturer that replacement parts such as smoke detectors are no longer manufactured.

Railing Replacement • Description: • This project involves the replacement of the railing in the departure level of the passenger terminal. • Justification: • The railing is approaching the end of its 20 year useful life, is showing signs of wear, and will soon be unsafe for passengers to use.

RON Improvements, West • Description: • This project involves the design and construction of an aircraft apron west of the passenger terminal that will provide a needed remain overnight (RON) apron for aircraft parking. The project would add six new spaces: three on existing concrete and three on the new apron area. • Justification: • Currently, seven RON positions are available at the south side of Taxilane K-1. However, use of these spaces restricts aircraft taxiing to Taxilane K. Existing demand for RON parking is estimated at 7 to 11 aircraft parking positions and would increase to 10 to 16 parking positions by the end of the Airport’s Master Plan’s study period.

Salt Barn • Description: • The salt barn storage structure will be relocated from its existing location within the Airport Operations Area (AOA), and a new salt barn storage structure will be constructed outside the AOA. • Justification: • The former facility was 21 years old and has deteriorated to a point of non-repair. The former location, within the AOA, required “at-gate” escorting during salt deliveries, which resulted in additional traffic within the AOA that could potentially conflict with Airport operations.

EA Master Plan Projects • Description: • This project involves the preparation of an Environmental Assessment (EA) according to NEPA requirements for the proposed Circulatory Roadway System Redesign with Kensington Flyover. • Justification: • An EA is one of the first steps of the process leading to the construction of the redesigned road system. The new roadway system will improve the access to the passenger terminal and associated parking lots, reducing congestion and enhancing capacity.

  23. PFC Consulting Services • Description: • Consulting services related to preparation, administration, management, and tracking of the PFC program at the Airport. • Justification: • Under 14 CFR, §158.13(b), PFC administrative support costs may be paid with PFC revenues.

Next Steps • Air carriers submit written certifications • 30-day period ends Thursday, October 16 • Notice and opportunity for public comment • Concurrent with air carrier certification period • NFTA finalizes and submits the application to FAA • Incorporate any air carrier and public comments • Typically within 6 months of consultation meeting, but process will be expedited due to April 2015 expiration of collection authority • Obtain FAA approval of the application • Within 120 days of submission • NFTA notifies air carriers of FAA decision • No impact; status quo for collections and PFC level
