It emphasizes the need for integrated collaboration among Fire/Rescue/EMS and Law Enforcement, following the Hartford Consensus framework. Key practices include threat suppression, hemorrhage control, rapid extrication, and effective communication during crises. By developing local protocols and engaging in joint training exercises, the objective is to maximize survivability and minimize loss of life in such tragic situations.
