Setting the Scene – • from a rail perspective "If we are serious about getting people onto rail, … then we need to offer rail passengers the seamless planning and ticketing offers that match the airlines. We want to make it as easy … to book a rail ticket from Barcelona to Brussels or Berlin to Bratislava as it is to book a corresponding flight. RIGHT TO INFORMATION BEFORE PURCHASE AND AT THE VARIOUS STAGES OF TRAVEL, NOTABLY IN CASE OF DISRUPTION • Passengers have the right to be correctly informed of the ticket price, their rights and the circumstances of their journey in a timely and relevant manner before the journey as well as during and after the travel in case of disruption. EPTO views and objectives regarding travel planner information General Message • EPTO supports all initiatives that bring benefits desired by customers and will encourage more people to use public transport and support the development of the European Rail Markets • EPTO believes that TAP TSI can have the potential to do this. TAP TSI • Mandatory application of TAP TSI for suburban and regional systems running on TEN networks is inappropriate • Domains in TAP TSI • Must be customer-focused: Tickets, customer information • Interference with local solutions of operators and transport authorities • Market barrier to entry for new railway undertaking • Costs • EC approaches to TAP TSI, ITS, multimodal journey Planner must be consistent EPTO 28, Quai d. EPTO views and objectives regarding travel planner information Potential areas for concern regarding suburban and regional transport • Single permanent statutory body is inappropriate for PT • Airline-like settlement structures are not appropriate • Travel data ownership and data hosting / feeding out must stay with operator / authority • Any use of more than timetable data should be done by agreement only • Ownership of and responsibility for customer data should entirely stay with the operator / authority • Ticket sale by third parties by commercial agreement only (critical potential points for example: revenue allocation, clearing house) EPTO 28, Quai d.
