RISC Pilot • Repository of Individuals of Special Concern • Biometric (two finger prints) check against 3 NCIC hot files • Wants/Warrants • National Sex Offender Registry • Known or Suspected Terrorists • Initial pilot to test capability as augmentation to name checking installation visitors (non DoD) • An Army, Navy, & Air Force installation in states already piloting RISC – • Pilot targeted to begin 2nd Quarter FY11

JUST Pilot • Justice Telecommunications Network • Web based access to NCIC via JUST • Reinforce visitor name check capability and provide NCIC access to installations not served by NLETS • ,Five pilot sites nominated by the Services: Ft. Campbell, KY (USA); 29 Palms, CA (USMC); Andrews AB (USAF); Washington Navy Yard (USN); and Heidelberg Germany (USA) to test OCONUS capabilty • Pilot targeted to begin 1st Quarter FY11

  7. Management of DoD Installations • Proposed addition to 10 ,USC – new “§ 2672. Protection of property” • Vest SecDef with authority to prescribe regulations providing for the administration and protection of DoD property and such regulations may include penalties as provided in title 18, USC • Allow a more coherent process for establishing laws to be enforced and ensure more efficient enforcement.

LEOSA IA 2010 • Law Enforcement Officers Safety Improvements Act of 2010 - signed into law October 12, 2010 • Adds AMTRAK and Federal Reserve System Police • Changes ‘retired’ to ‘separated’ and ‘15’ years service to ‘10’ • Allows "former" LEOs to obtain annual firearms qualification from any "certified firearms instructor" in a state • Maintains requirement that officers have “statutory powers of arrest” to qualify under the law • No change to officers qualifying in DoD – minor changes for those who do

  10. eGuardian • FBI’s unclassified, law enforcement-centric threat reporting system. • Provides a means to rapidly disseminate SARs dealing with information regarding a potential threat or suspicious activity throughout the national law enforcement community • System functions as an alert, recording, and reporting system, not as a long-term data repository

Law Enforcement Defense Data Exchange (D-DEx) • SecDef approved to be DoD’s solution for criminal data/information sharing • Leverages the use of existing operational Navy LInX (program module as D-DEx base) • Enhance the Department’s internal, joint, and regional law enforcement and criminal investigative operations • Gateway for sharing at the national level through the FBI’s Law Enforcement National Data Exchange

LE Training • Identify and incorporate civilian law enforcement best practices, to include response to the active shooter threat, into training certifications for civilian police and security guards • Include military law enforcement in the development of minimum training standards to ensure standard law enforcement practices throughout the Department of Defense DLA Police captain and firearms training officer, Brian Goodling, simulates an active shooter role In “Wide Vigilance III” exercise

LE Training (Cont) • Review military law enforcement training against the benchmark of minimum DoD civilian police training standards • Codify DoD law enforcement minimum training standards and best law enforcement practices (DoDI 5210.90, Minimum Training, Certification, and Physical Fitness Standards for Civilian Police and Security Guards in the Department of Defense) • Establish a Law Enforcement Training Advisory Council (LETAC) for DoD, Military Services and DoD Agencies.

Privately Owned Firearms • Interim guidance message gives baseline requirements for firearms registration, transportation, use, storage, awareness, and reporting on DoD installations • Interim guidance will be incorporated into the next revision of DoD 5200.08-R, Physical Security Program • BL: Registration of POF is mandatory for: • 1) Persons who reside and store a POF on the installation • 2) Persons who do not reside but store a POF on the installation
