NCA CONSTRUCTION MATOC IDIQ Acquisitions and Contractual Authority Disclaimer: Acquisitions and contractual commitments can only be made by Government officials having expressed authority to enter into such agreements on behalf of the United States Government. The only Government officials with such authority are Warranted Contracting Officials. Any discussions of procurement requirements do not constitute contractual direction or authorization of any kind. Future contractual directions, If any, shall only come from the cognizant Department of Veterans Affairs Warranted Contracting Officer.

NCA CONSTRUCTION MATOC IDIQ • NCA Overview • The National Cemetery Administration (NCA) provides burial and memorial benefits to Veterans and their eligible beneficiaries earned through service to our Nation. • We provide this service at 136 National Cemeteries and through grants to state and tribal cemeteries. We also provide memorialization for Veterans interred at private cemeteries worldwide. • NCA maintains almost 28,000 acres nationwide with several hundred structures; some dating back to the Civil War. The facilities house over 1,500 employees and host hundreds of thousand visitors per year.

NCA CONSTRUCTION MATOC IDIQ • NCA MATOC IDIQ • This multiple award task order contract (MATOC) will comprise of a pool of Contractors for construction, Maintenance and Repairs (M&R), Non-Recurring Maintenance (NRM) and Mini-Minor programs at for each District National Cemeteries. • Projects ranging between $10,000 and not to exceed $500,000 per task order. • A base year and 4 (1 year) options. • The estimated maximum dollar value of this procurement, including the base performance period and all options is approximately $25,000,000

  7. NCA CONSTRUCTION MATOC IDIQ • NCA MATOC IDIQ Maintenance and Repairs (M&R) : • Definition: Repair and maintenance projects are budgeted under the operating budget. Repair and maintenance projects are defined as expenditures necessary for preventative and routine maintenance purposes and preservation or restoration of an existing facility to a good condition • Examples: – Facility Condition Assessment (FCA) deficiency – Bathroom remodels

NCA CONSTRUCTION MATOC IDIQ • NCA MATOC IDIQ Nonrecurring maintenance (NRM) : • Definition: NRM projects include renovation, repair, maintenance and modernization of the existing infrastructure within the existing facility square footage; up to 1,000 GSF for expansion of existing facility square footage (non-utility); or surface parking. Pure utility NRM projects also include purely demolition of buildings. • Examples: • Replace Granite Grave Section Markers”, Camp Butler National Cemetery, Springfield, IL • National Cemetery Maintenance Yard Milling and Resurfacing-FCA Deficiency

NCA CONSTRUCTION MATOC IDIQ • NCA MATOC IDIQ Mini Minor Projects : Public Law 108-447, H.R. 4818, Construction, Minor Projects • Definition: Work required in conjunction with changing the functional use of space, structural changes, or new or additional space. In projects that involve renovation and expansion the costs associated with the expansion will be considered MI. • Examples: –Concrete paver and rostrum projects • Clear drainage canals • Ornamental Fence repair and replacements
