Approval by Management Committee • MC Approved the Comprehensive Reliability Planning Process (July 1 Draft) on July 7th • Tariff language is subject to approval of the MC, BIC and OC Committee Chairs and Vice Chairs, and the Chair of ESPWG • ESPWG will review the Tariff language at its July 15th Meeting • MP’s will have an opportunity to provide comments on the NYISO-TO Agreement at the July 15th ESPWG meeting

Development of Tariff Language • NYISO Counsel has converted the July 1st Planning Process document into the appropriate tariff format • Process includes “clean up” issues requested by market participants; for example: • To conform to OATT definitions • Review terminology • Improve internal consistency • Include administrative provisions • There were no substantive changes

  4. Overview of Modifications • Introductory language describing the ESPWG development process was deleted as inappropriate • Redundancy was eliminated, for the most part, by consolidation of similar or duplicative sections • Eliminated sections paraphrasing the responsibilities of various reliability entities and replaced with a defined term for “Reliability Criteria” • Sections were rearranged to better reflect the process flow and the sequence of actions • Realigned sections for consistency

Tariff Modifications (Cont’d) • Put into Tariff format • Removed “bullets” to use a consistent “paragraph” format • Removed References to specific documents which may change • Removed Figures which are inappropriate for tariff • New Sections Added • Section 2: Definitions • Section 3: NYISO Implementation & Administration • To recognize the need to develop implementation procedures and to coordinate the Comprehensive Planning Process with other related NYISO and inter-regional planning activities • Section 9: Monitoring of Project Status • To capture the various provisions requiring the development of criteria in a single section

  6. Schedule for Filing • Jun 30 OC approval • July 7 MC approval (68% vote) • July 15 ESPWG review of tariff language • July 21 Committee Chairs review/sign off • Early Aug Adequacy & Reliability Committee Review • Aug 17 Board Approval • Aug 20 File with FERC
