  2. New Programs Housing Initiatives Division Neighborhood Enhancement Team

  3. “Neighborhood Focused” What does this mean? Neighborhood Definition: A defined, community-based residential area where people live and share amenities/resources.

  4. “What is being offered by the State of Michigan to rural communities for single family housing rehab at this time? NEP Round 4 Neighborhood Enhancement Program (NEP)

  5. Streamlined Project Formulation What are we looking for? This is flexible funding and we are looking for creative and/or innovative strategies to meet a neighborhood’s need but we have provided guidance and examples to assist with development of a project’s scope.

  6. Where can we award funds? • Statewide We are looking for regional representation to the greatest extent feasible.

  7. This is not a parks program – This is a housing program with potentially a neighborhood park component. Activities Funded: 1 Housing Enhancements – min. 50% of request Beautification - Permanent, Visible Public Amenity Enhancements

  8. What are we looking for? • Non-traditional projects with neighborhood-wide benefit • Neighborhood driven process by neighborhood based organizations with direct involvement/support • Physical improvement projects with a public benefit.

  9. What are we not looking for? • Projects duplicating an existing public or private program • Projects that conflict with existing city policy • Routine maintenance of existing/prior projects

  10. NEP Round 4 was focused on Rural What does this mean? Competition is based on an area’s population size. “Same size communities compete for funding with same size communities.” Funding set-aside for communities based on population. Total allocation is reserved to communities less than 50,000 in population. Awards for over 50,000 in population restricted to nonprofits agencies.

  11. NEP Round 4 was focused on Rural • Population Driven • Multiple Categories: • Rural: • A 0-500 Universe = 98 • B 501-1,000 Universe = 85 • C 1001-2,000 Universe = 102 • D 2,001 – 5,000 Universe = 104 • Direct Funded: • E 5,001 – 49,999 Universe = 120 • F 50,000+ = 24 (Nonprofit Only)

  14. How did NEP Round 4work?Increased overall submissions by over 50% Streamlined Steps: 1 Verify Eligibility 2 Determine Neighborhood Need and Program Fit 3. Write Letter 4. Complete Coversheet Then submit Items 3 & 4 electronically and send one original to our office.

  15. Funding ScheduleNEP 5 – Early Fall 2019 • Timing is as close to “Ready, Set, Go” as possible. Limited by system constraints and impacted by internal reviews/approvals NEP: Completion Spring/Early Summer 2020

  16. Staffing • Each NEP Grant is assigned to a champion. We are moving towards a regional assignment approach.

  17. NEP Dates • May 8th MSHDA Lansing Systems/Compliance Training for Round 3 • Mid May Training for Round 4 • Execute Grant Agreements: June 1st – projected start date for Round 3 July 1st – projected start date for Round 4

  18. “What is being offered by the State of Michigan to rural communities for affordable single family new construction at this time? MSHDA MOD

  19. $1.96 Million Dollar Pilot Program What are we looking for? This program is designed for the construction of a spec modular home to provide homebuyers another homeownership option at a price point below $200,000 which is not currently readily available in the area.

  20. $196,000 per community up to 10 communities will be selected. Activities Funded: New Construction, Delivery, Assembly, Installation, Site Preparation and related costs. There is a 15% Developer Fee provision MSHDA requires that all investment be repaid in full plus 3% interest (if proceeds allow) upon sale of the spec model.

  21. MSHDA Mod is designed for... • Communities that are interested and currently have or are anticipating having a housing shortage in their area due to economic growth tied to area employers. • Areas that are experiencing increased workforce housing needs and have support from employers.

  22. MSHDA Mod is not designed for… • Assisting communities that are experiencing a decline in the workforce. • Communities that are not supportive of modular construction. • Communities that do not have a housing market that would enable the sale to be feasible.

  23. Previously the award steps were: • Request/Receive Materials • Hold Threshold Conf. Call • Present Proposal to Team • Reserve Funding • Complete PP & App On Matt 2.0 • Grant Agreement Executed • Note: If your community is currently • on our MSHDA Mod interested parties • list and will have completed all steps • prior to May 31stthen the award • process will not change. How did this work?

As of today, we are modifying • the MSHDA Mod selection process to: • Access Materials via Website • June 3rd – complete/submit a Letter of Interest/Threshold Info. • July 8th - Team determines recipients • **May involve site visits/conf. calls • July: Training Sessions on System and Compliance • August 15th – PP & App Completed • Sept. 30th –Grant Agreements Executed What is the process?

  25. How is this funding different? MSHDA is paying for the first modular spec model in full. Communities have 5 years to sell the spec model. This is structured as a repayable grant.

  27. MSHDA ModSubmission Dates April 15 – June 3 Communities submit MSHDA Mod Letters of Interest to hidmailbox@Michigan.gov July 8th MSHDA will announce selected pilot communities. July: Online/Compliance Training Provided. August 15 – Online PP/Application Submission Deadline September 30 – Executed Grant Agreements October 1st – Start Date
