Workshop on Infrastructures Sustainable Infrastructure for Efficient Mobility: the Key Challenges Luc Bourdeau ECTP Secretary General Industrial Technologies 2012 Aarhus, 19 June 2012
Major ContextIssues Infrastructure has a higheconomicand social value An ageinginfrastructure «Transport 2050» for a competitive transport system thatwillincreasemobility and remove major barriers and bottlenecks in manykey areas across the fields of transport, infrastructure and investment, innovation and internalmarket. New model of SMART, GREEN, CHEAP Infrastructure Networks • Urban population • Passengers and goods volume • Transport decarbonisation • Impact of climate change • Energyefficiency performance of vehiclesacross all modes • Optimising the performance of multimodal logisticchains • Using transport and infrastructure more efficientlythrough the use of improvedtraffic management and information systems • Moving close to zerofatalitiesin road transport
Inclusive services at all times • Undisrupted service offered by trans-European infrastructure network is vital for Europe’sability to compete in the world, for economicgrowth, job creation and for people’severydayquality of life. • Delayed action and timid introduction of new technologiescancondemn the EU infrastructures sector to irreversibledecline.
Inclusive services at all times • Economical impact • Avoidingbottlenecks in keyfreight corridors and especially in cross border sections • Increasedlevel of service and operation • Improvedintegration of long distance transport with the urban and periurbancontext • System preservation to maintaininfrastrucutres in good repair
Inclusive services at all times • Economical impact • Social impact • Every people have access to the infrastructure services and facilities • Requirementto cater for users with various needs (disabled people, minority ethnic communities, elderly people, children and young people, faith groups)
Inclusive services at all times • Economical impact • Social impact • Quality of life • Reliability and predictability of mobility of goods and passengers • Lessdegree of congestion • Lessfailurefrequency and duration • Less time lost to maintenance, repair, reconstruction and incidents • Noise reduction • Additionally, undisruptedmobilitycontributestowardsgreaterEuropeanintegration
Inclusive services at all times • Economical impact • Social impact • Quality of life • Job creation • Maintenance, repair and reconstruction works to guarantee services at all times will: • generateemployment for construction workers • demandadapted construction material • require new technological components and services
Inclusive services at all times • Economical impact • Social impact • Quality of life • Job creation • Safety • Highly efficient management and operation of infrastructure networks using the latest technologies
Inclusive services at all times • Economical impact • Social impact • Quality of life • Job creation • Safety • Environmental impact • Reduction of impacts • Less public space occupation • Less impact on naturalassets (water, land, ecosystems) • Lessembodiedenergy, emissionsfootprint, non-reused structures…
Inclusive services at all times • Economical impact • Social impact • Quality of life • Job creation • Safety • Environmental impact • Liveability • Decreasing fuel consumptionthroughreducing congestion willimprove the air quality, decrease noise, contribute to the protection of natural habitats • Trends: increasingimportance of ageing of the population, needsfor public transport, availability of information over travelling time and routing alternatives…
Environmentally Friendly Infrastructures • As a consequence of theirhuge size and very long lifetime, the environmental impact of Infrastructure Networks isenormous. • Impactsoccur: • At all stages of infrastructure lifetime (construction, service life, maintenance, upgrade, demolition) • Atmanydifferentlevels: energy, rawmaterials, nuisances (noise, vibration pollution of air and groundwater), land occupation, wastegeneration… • Challenges are to reduce the environmental impact of Infrastructures Networks, to reducetheirconsumption of land and naturalresources, and to reducetheirconsumption of energy.
Environmentally Friendly Infrastructures • Reduction ofenvironmental impact • Develop and implement a LCA approach • Developinnovativespecifictechnology solutions to decreasenegativeenvironmental impact • noise • vibration • air and (ground)water pollution • GHG emissions
Environmentally Friendly Infrastructures • Reduction ofenvironmental impact • Resource-efficient infrastructure • Existing Infrastructure Networks must becompleted and upgraded, to ensureadequate transport capacity. It isnecessary to minimise the amount of naturalresourcesinvolved in thisprocess as well as associatewaste. This requires: • Best practices • Wastemanagement policies • Using more alternative, locallyavailable, naturalminerals • …
Environmentally Friendly Infrastructures • Reduction ofenvironmental impact • Resource-efficient infrastructure • Energy-efficient infrastructure • Transport generateshighenergyconsumption as well as GHG. • Apartfromimprovingenergyefficiency of transport means, the energyefficiency of infrastructure requiresimprovementsinceitalso have a huge impact on energyconsumption. • To adapt to new types of rolling equipment, to develop new uses of infrastructure, new regulations.
Environmentally Friendly Infrastructures • Reduction ofenvironmental impact • Resource-efficient infrastructure • Energy-efficient infrastructure • Resilience to Climate change • Infrastructure needs to cope with new and increased risks from natural hazards, including rising sea levels

From Challenges to Targets and KPIs • Long Distance Corridor • RAIL • Main focus: development and future generalisation of High-speed train networks for passengers and freight • Target: A European cross-disciplinary framework is developed for the fast development and deployment of high-speed lines with: • very high speed tracks – including ballast-less tracks • adapted catenaries • adapted switches and crossings • KPIs: • Smart: overall number of transported passengers and fright trasnport increased by 30% by 2030 • Green: noise generated by high-speed lines decreased by 20% by 2030 • Cheap: furtive maintenance works are generalised by 2030; new supply-chain allowing for +50% life time extension Draft - Example
