Gilmore I Award for Outstanding Service as an Active Duty Military Lawyer in Maryland • Awarded annually by the Military Law Committee of the Maryland State Bar Association • Presenter – TBD each year • Date of Award Ceremony – TBD each year • Location of Award Ceremony – TBD each year • Award will be non-monetary in nature - framed certificate consistent with other type of military recognition certificates • Award winner to be determined by the Awards Sub-committee Frank Levi

Philip Sherman Award for Outstanding Service as a Reserve or Guard Military Lawyer in Maryland • Awarded annually by the Military Law Committee of the Maryland State Bar Association • Presenter – TBD each year • Date of Award Ceremony – TBD each year • Location of Award Ceremony – TBD each year • Award will be non-monetary in nature - framed certificate consistent with other type of military recognition certificates • Award winner to be determined by the awards sub-committee Frank Levi

3. MSBA Committee on Military Law Annual Awards Program CRITERIA • SGT MAJ Gilmore Award • Active component Judge Advocate of any branch of service • Grade O-2 to O-4 • Stationed in Maryland, even if temporarily deployed outside the state • Based on service to the military, military community, and/or civilian community • BG Phillip Sherman Award: • Reserve or Guard component Judge Advocate of any branch of service • Grade O-2 to O-4 • Assigned to a military unit located in Maryland • Based on service to the military, military community, and/or civilian community Frank Levi

4. MSBA Committee on Military Law Annual Awards Program Nomination Process • Nomination due 90 days prior to the award ceremony date. • No specific format is required and no minimum or maximum length • The nominee/recipient must be serving in a Judge Advocate billet/assignment • The award selection committee will consider military performance, military duties, professional publications, awards and activities, and community/professional service. • Nominations should be made by the supervisor or Staff Judge Advocate, • Nomination should describe in detail why the individual is an outstanding military attorney and include specific examples of outstanding performance of military duties. • The nomination may include professional publications, awards, activities, community service, and service to the State Bar. MSBA Committee on Military Law Annual Awards Program • Follow on Actions • Establish an awards sub-committee • Determine who will present awards • Determine a location for an awards ceremony • Installation of the winner? • MSBA annual meeting in Ocean City? • Military Law Committee annual event (if we have one)? • Determine a date for the award which will then trigger a deadline for submissions (90 days prior) • Determine how best to “market” the awards program to local SJAs Frank Levi
