NCAA Transfer Rules & Evaluating Transfer Transcripts = FUN!!!... SJSU Athletics Compliance Education Sessions December 14 & 16, 2010

1. Which of the following triggers transfer status? • D. Any of the above • Bylaw 14.5.2 sets forth the following conditions that make an individual a transfer student: (a) The student was officially registered and enrolled in a minimum, full-time program of studies in any quarter/semester of an academic year, as certified by the registrar or admissions office, provided the student was present at the institution on the opening day of classes; (b) The student attended a class or classes in any quarter/ semester in which the student was enrolled in a minimum full-time program of studies, even if the enrollment was on a provisional basis and the student was later determined by the institution not to be admissible;

Bylaw 14.5.2 Continued… (f) The student reported for a regular squad practice (including practice or conditioning activities that occur prior to certification per Bylaws 14.3.5.1 and 14.5.4.5.5), announced by the institution through any member of its athletics department staff, prior to the beginning of any quarter/semester, as certified by the athletics director. Participation only in picture-day activities would not constitute "regular practice;" (g) The student participated in practice or competed in a given sport even though the student was enrolled in less than a minimum full-time program of studies; or

Bylaw 14.5.2 Continued… • (h) The student received institutional financial aid while attending a summer term, summer school or summer-orientation program (see Bylaws 15.2.8.1.3 and 15.2.8.1.4). A recruited student who receives institutional aid pursuant to Bylaw 15.2.8.1.4 is subject to the transfer provisions, except that a prospect (recruited or nonrecruited) who is denied admission to the institution for full-time enrollment shall be permitted to enroll at another institution without being considered a transfer student.

2. A student who attended only summer school classes at an institution is considered a transfer. • False • Per Bylaw 14.5.3.1, enrollment in or attending classes only in summer school will not trigger a student’s transfer status. • BUT, if the student receives institutional financial aid for summer school then he/she will be considered a transfer per Bylaw 14.5.2.

3. The general rule is that a student who transfers to a Division I institution must serve a year in residence upon transfer, regardless of the sport. • True • Per Bylaw 14.5.1, a student who transfers from any collegiate institution is required to complete one full academic year of residence at the certifying institution (SJSU) before being eligible to compete for or to receive travel expenses from the member institution, unless the student satisfies the applicable transfer requirements or qualifies for one of the many transfer exceptions.

4. A transfer may use a summer term to complete his/her year in residence. • False • Per Bylaw 14.02.13, a summer term shall not be used to satisfy a term of residence.

5. Which of the following are conditions for use of the one-time transfer exception? • D. Both A & B • Per Bylaw 14.5.5.2.10, to use the one-time transfer exception all of the following conditions must be met: (a) The student is a participant in a sport other than baseball, basketball, bowl subdivision football or men's ice hockey at the institution to which the student is transferring. (b) The student has not transferred previously from one four-year institution unless, in the previous transfer, the student-athlete was subject to the discontinued/nonsponsored sport exception;

The transferring student must be one who would have been academically eligible had he/she remained at the institution from which the student transferred, and he/she also must be eligible at the certifying institution as a regularly enrolled, full-time, degree-seeking student who was admitted in accordance with the regular, published entrance requirements of the institution. The student shall not be required to fulfill the necessary percentage-of-degree requirements at the previous institution; and

Bylaw 14.5.5.2.10 Continued… • (d) If the student is transferring from an NCAA or NAIA member institution, the student's previous institution shall certify in writing that it has no objection to the student's being granted an exception to the transfer-residence requirement.

6. A student who transfers from a four-year institution that dropped his/her sport may be immediately eligible to compete upon transfer. • True, discontinued/nonsponsored sport exception • Per Bylaw 14.5.5.2.6, a student may be immediately eligible upon transfer if any of the following has occurred: (a) The student's original four-year collegiate institution dropped (or has publicly announced it will drop) the sport (in which the student has practiced or competed at that institution in intercollegiate competition) from its intercollegiate program; or

Bylaw 14.5.5.2.6 Continued… (b) The student's original four-year collegiate institution reclassified (or has publicly announced it will reclassify) the sport (in which the student has practiced or competed at that institution in intercollegiate competition) from Division I to Division III status, or (c) The student's original four-year collegiate institution never sponsored the sport on the intercollegiate level while the student was in attendance at the institution, provided the student had never transferred from any other collegiate institution that offered intercollegiate competition in that particular sport.

7. A student who transfers from a four-year institution is eligible for institutional athletically related financial aid upon transfer only if he/she would have been academically eligible to compete if he/she had remained at the previous institution. • True • Per Bylaw 14.5.5.4, a transfer student from a four-year institution may receive institutional athletically related financial aid during his/her first academic year at the certifying institution only if he/she would have been academically eligible to compete during the next regular academic term had the student-athlete remained at the previous institution.

8. A student who transfers from a four-year institution may also be immediately eligible for practice and competition if they fit into which of the following categories? • C. A 4-2-4 transfer is immediately eligible to practice and compete regardless of whether or not he/she earns an AA degree from the two-year college. • False • Per Bylaw 14.5.6, a 4-2-4 transfer must serve a year in residence at the second four-year institution before competing unless the student has: (a) Completed an average of at least 12-semester or -quarter hours of transferable degree credit, with a cumulative minimum grade-point average of 2.000, acceptable toward any baccalaureate degree program at the certifying institution for each term of full-time attendance at the two-year college following transfer from the four-year college most recently attended; (b) One calendar year has elapsed since the student's departure from the previous four-year college; AND (c) The student has graduated from the two-year college (earned an AA degree).

2-Year Transfer (cont.) • 3) Identify number of full-time semesters • 4) Identify percentage needed due to number of full-time semesters (percentage requirements equate to an average of 12 transferable units per full-time semester) • 5) Verify transferable GPA (must be 2.00) • 6) Verify that the student passed 6 units the previous semester (Winter and Summer do not count)

2-Year Transfer (cont.) • 7) All transfer eligibility requirements need to be met prior to enrolling at San Jose State University or the student will need to sit a year of residency (i.e.. student cannot take an SJSU summer school course to satisfy %, 2.00 GPA, or their units requirements)
