This document outlines a comprehensive benchmarking model aimed at improving energy disclosure and asset ratings for residential buildings. It emphasizes the significance of online access to continuous ratings for building owners and the importance of public disclosure during property sales or leases. The proposal advocates for standardized assessments to ensure comparability and trustworthiness of ratings while maintaining confidentiality when necessary. Furthermore, it discusses strategies for community-based outreach and cost-effective program implementation, with a focus on volunteer engagement and community involvement.

  1. Benchmarking

  2. A Potential Model for Benchmarking • Energy disclosure • Monthly operations • Potential for asset rating • Required asset ratings (within 10 years) • Residential asset rating may not be cost-effective; platforms yet to be developed • Confidentiality of ratings, with Web-enabled disclosure to all relevant stakeholders. • Building owners would have continuous access to their home’s ratings online. • Disclosure to public at time of listing for sale or lease • Choice and competition in ratings. • State rater certification • Standardized assessment

  3. The Advantages • Ratings provided for all residential buildings, in a comparable format. • Includes asset and operational information. • Works to bring down costs. • Maintains privacy when public disclosure is not needed. • Combines the benefits of time-of-sale rating and fully public disclosure, by providing access to the right stakeholders at the right time. • Ratings are highly visible. • The program is designed to be much more trustworthy– asset included • Labels connect owner directly to retrofit options • Getting and sharing a rating is simple for building owners.

  4. Community Based Outreach

  5. Lessons for CBO • Seek a scale large enough to encompass relevant communities • Control program costs through volunteerism • Appeal to community organizations’ values and interests, and involve them in program design • Use meetings • Time CBO campaigns strategically, being cognizant of volunteer burnout and annual market cycles • Gender and potentially other communities matters • Improve participant relationship management systems • Leverage investment in outreach infrastructure by offering multiple ‘sustainability services’
