  1. Top Six Enlisted Billet Alignment

  2. Top Six Alignment - What An effort to align the jobs in the Navy (Billets) with the people in Navy (Sailors)

  3. Top Six Alignment - Why • Navy enlisted personnel seniority at all time high • 73.25% of our Sailors today are in the Top Six Paygrades • Navy billet structure (jobs/paygrade) even higher • 77.4% of our billets are in the Top Six Paygrades • 4.15% Top Six Gap results in: • Billets being “gapped” – not filled • Billets detailed “one down” – filled by lower paygrade • Inaccurate recruiting, retention, and advancement goals

  4. Top Six Alignment - How • Identify 25K billets for alignment: • Billets remained in place but authorized at lower paygrade • Phase I Exempted nuclear power and GWOT intensive ratings • Enlisted Community Managers identified by rating/rate • Enterprise/Enablers (TYCOMs) identified specific billets • Excluded billets for Fleet readiness concerns • Excluded billets for Community Health concerns • Improved Sea Shore Rotation, Stabilized Career Progression • Requires two phases: • Phase I implemented with 17K billet alignments • Phase II ongoing – Spring 08 implementation

  5. Top Six Alignment - Effects • No change in the number of enlisted personnel • No change in the number of billets • No change in the total number of advancements • GWOT intensive ratings will increase advancements • Three-year advancement plan for other ratings • Ensures consistent advancement opportunity each cycle • Improves balance to advancement opportunities • Improves Sea Shore Rotation • Reduces need for “one down” detailing • Improves FIT (the right person in the right job)

  6. Why is the Top Six Gap Bad? • Impossible to match inventory to EPA • Sets Enlisted Community Managers up for failure • Impossible to achieve 100% FIT • Sets Detailers up for failure • 94% FIT max attainable (outside nuclear power trained ratings) • Fleet had no say in where manning shortfalls (by rating and paygrade) occurred • Fleet manning shortfalls shaped more by BUPERS actions vice Fleet input • Existing inventory of Sailors (by rating and paygrade) cannot match Fleet requirements

  7. Top Six Alignment Advantages Closing the Gap Facilitates: • Attaining Desired FIT • Putting the right person, in the right job, at the right time • Detailing Sailor to Position • Advancing to Vacancies • Applying Granular Programming • Developing Accurate Demand Signal to: • Access Sailors with the right skill sets • Retain the Sailors we need • Advance the Sailors we need the most • Maintaining Stated Fleet Requirements

  8. Top Six Alignment Status • Top Six Alignment requires adjusting paygrade of 25,124 billets (or increase MPN $301M per year every year) • 21,072 billets nominated by Enterprises/FFC for alignment (limited by SORTS readiness concerns) • 1,336 billets excluded for SSR concerns • 2,622billets held in abeyance by ECM recommendation (for career progression concerns) • 17,114billets identified as low risk for alignment (Phase I - implementation w/Spring 2007 EPA) • 8,010 additional billet alignments required in Phase II (to meet 73.25% Top Six fiscal controls) Two phase approach to the Top Six Alignment required to mitigate risk to Fleet Readiness and Community Health

  9. Top Six Alignment - References • Additional Information Available: • Top Six Alignment Deck Plate Information • Top Six Alignment Summary • Top Six Alignment FAQs • Top Six Alignment Phase I Summary Spreadsheet • Information Available at: http://www.npc.navy.mil/AboutUs/BUPERS/TotalForceDiv/

  10. Top Six Alignment Change Bank Analogy Billets (After Top Six Phase I) Sailors (Before and After Top Six) Billets (Before Top Six) $2.05 (25 Coins) $2.00 (25 Coins) $2.25 (25 Coins)

  11. Top Six EnlistedBillet Base vs. Workforce However PR07 and POM08 Manpower guidance for billet reductions attempted to follow this line Gap continued to grow Billets Authorized Must close this gap Sailors Top Six Phase I partially closes gap
