The Role of INL/CIV The objective of INL/CIV is to stabilize and reconstruct a state’s criminal justice system. Armed conflict often weakens a nation’s criminal justice. INL/CIV aims to restore a dysfunctional or failed system in the wake of conflict by promoting the rule of law and reforming indigenous police forces into modern and democratically-oriented law enforcement services.
