Historical Preservation Division • New Mexico's extraordinary wealth of historic buildings and districts, archaeological sites, and cultural landscapes are an essential part of what makes this such a special place for residents and their out-of-state guests. • The preservation of New Mexico's historic treasures has enormous impacts on the social and economic well-being of New Mexicans. It underlies the state's vigorous heritage tourism industry and builds healthier local communities. • The Historic Preservation Division's many activities include: • Identifying and recording prehistoric and historic places, nominating them to the National Register of Historic Places and the State Register of Cultural Properties, and maintaining records of those places to be used for planning and research. • Administering tax-credit, low-interest loan, easement, and grant programs to provide preservation incentives. • Providing preservation-related technical assistance to agencies, local governments, and private owners. • Administering preservation laws and assisting other agencies and local governments in developing preservation regulations and ordinances. • Developing educational programs about New Mexico's past and about the value of preserving our heritage.

NMCRIS Project Description • The goal for the NMCRlS project is development and deployment of an up-to-date, integrated database and application for the management of State of NM archeological and architectural cultural resources. The new web-based application will feature • An integrated relational and geospatial database • New web-enabled data acquisition and query applications to augment present system functionality • A centralized database linked to NMCRIS and the HPD login-logout process to improve tracking for the cultural review project process • a new architecture properties database component and scanned document management system for NMCRlS

NMCRIS Recent Accomplishments • Project Kickoff and weekly project meetings • Created overall MS Project Schedule • Created draft of the Assessment project plan and reviewed with DCA project team • Began Needs Assessment interview and NMCRIS overview activities • Reviewed and ratified schedules for activities for • The PM Services contract • The Assessment contract • The IV&V Deliverables • Reviewed and accepted IV&V Deliverable PD001, the IV&V Project Management Plan • Established the electronic project management office, with project control book, using MS Sharepoint • Addressed mitigation for 3 high level risks identified from project outset • Retirement on 12/31/08 of DCA PM Bill Doleman • Availability during the EOY holiday schedule • Activities impacted by resource constraints during the 2009 Legislative 60-day session • Ability to attain application development by 6/30/09 in light of late project start

NMCRIS Technology Considerations • Geospatial Software • Currently using ARC View 3.3 • Considering software to support GIS shape files, SDE, possibly using ARC GIS 9.2 • Will consider ARC GIS mobile technologies • Software models evaluated • Considering work being done by the Forest Services, an NMCRIS stakeholder • Database • Will evaluate continued use of Oracle 10g RDBMS • Will evaluate conversion and data implementation using SQL Server 2005 • Language base • Will consider languages amenable with database and GIS technologies, including Java and Microsoft .NET and C# language • State Infrastructure, Architecture, Disaster Recovery and Security Standards/Guidelines • Application model to adhere to State standards
