AFCEE BAA ApproachOverarching Goals • Programs: Compliance Restoration, Pollution Prevention, Military Munitions Response, Restoration • Seeks high quality ideas that have been applied in limited capacity • Contract mechanism based on technical merit for dem/val of innovative solutions • Directly supports current AF needs – AFCEE/ER & Air Staff priorities • Goals: • Identify more technically advanced, efficient, effective, sustainable, and cost-effective solutions • Lead to accelerated closure of AF environmental sites, eliminate/reduce AF hazardous material use and environmental release • Serve future AF environmental needs

BAA ApproachPhase I Proposal Requirements • Electronic online form is comprised of eight (8) sections for a 2 page white papers: • Section fields 1-4 include short answer information on: • Organization, key personnel, teaming member(s), title, price ($), POP • Category dropdown menus on: Program, area of need addressed, matrix addressed, subject area addressed, & type of contaminant addressed • Section fields 5-8 includes more in-depth technical writing to enable reviewers to understand the nature and probability of successful application
BAA ApproachPhase I Evaluation Criteria • Price • Is the price of the demonstration and validation or process reasonable? • Technical • Is there a level of innovation of the proposed technology/methodology or process? • Is the offeror capable of performing the proposed work? • Is there scientific and technical merit within the proposal? • Is there potential cost effectiveness of the resulting technology/methodology or process proposed? • Is the potential breadth of application to solve Air Force-wide problems and address Air Force needs?
BAA Approach Phase II 3 technical reviewers from AFCEE/ER, AFCEE/TD, SMEs, Bases Noblis, and/or BAH (30 days/~20 proposals) Phase II - Proposal Review Category evaluations and comments (14 days) Phase II - Compiling Reviews AFCEE/ER, AFCEE/TD, & SMEs to select final proposals for awarding (7 days) Phase II - Evaluating Compiled Reviews 3 - 4 months Contracting starts negotiation with selected proposals and submits non-selection letters (14 days) Phase II - Selection Contracting and BAA project manager work on C contract packages for award (30 - 50 days/~8-10 awards) Awarding Proposals
BAA ApproachPhase II Evaluation Criteria EVALUATION FACTORS • Factor 1 Innovativeness/Relevance Aspect (Pass/Fail Rating) • Sub-Factor 1 - Innovativeness • Sub-Factor 2 - Relevance • Factor 2 Technical Aspect (Adjectival Rating) • Sub-Factor 1 – Merit • Sub-Factor 2 – Demonstration • Sub-Factor 3 – Benefits • Sub-Factor 4 – Transfer • Sub-Factor 5 – Qualifications • Factor 3 Price • Overall Relative Order of Importance: • FACTOR 1 is pass/fail and hence the most important. • FACTOR 2 is more important than FACTOR 3. • Within FACTOR 2, Sub-Factors 1 - 5 are of equal importance
BAA Makeup (FY08-FY11) • 40 total contracts awarded • ER, ARRA, P2 funded amount: ~$22M • 37 ER projects ($14.8M) • 1 ARRA project ($5.8M) • 2 P2 projects ($0.8M) • ER projects range from $97K to $990K; average $377K per project with project length run 1 to 3 years; average 24 months per project
