  5. THE NATIONAL GREEN TECHNOLOGY POLICY The National Green Technology Policy was launched by the Prime Minister Y.A.B. Dato’ Sri Mohd Najib bin Tun Abdul Razak on 24th July 2009 Policy Statement Green Technology shall be a driver to accelerate the national economy and promote sustainable development. THE NATIONAL GREEN TECHNOLOGY POLICY Green Technology is the development and application of products, equipment and systems, used to conserve the natural environment and resources and to minimise the negative impact of human activities. Green Technology refers to products, equipment or systems, which satisfy the following criteria: 1) Minimise the degradation of the environment; 2) Emit zero or low greenhouse gases (GHG); 3) Safe for use and promote healthy and improved environment for all forms of life; 4) Conserve the use of energy and natural resources; and 5) Promote the use of renewable resources. - MALAYSIAN GREEN TECHNOLOGY CORPORATION -

MINISTRY AND AGENCY FOR GREEN TECHNOLOGY DEPLOYMENT • Established in April 2009, after a restructuring of the Ministry of Energy, Water and Communications (MEWC) • Underlines Malaysia’s commitment to creating an environment where green technology has been envisaged as one of the main and emerging drivers of national economic growth • Responsible for the planning and formulation of policies for the energy, green technology and water as well as to facilitate and regulate the growth of these sectors MINISTRY OF ENERGY, GREEN TECHNOLOGY AND WATER (KeTTHA) www.kettha.gov.my • • Established on 7th April 2010 following a restructuring of PusatTenagaMalaysia • (Malaysia Energy Centre). • • Implementing arm for KeTTHA focussingon meeting the objectives of the • National Green Technology Policy 2009 by: • Developing sustainable and widespread green technology markets. • Strengthening local green technology industry. • Enhancing human competency and capacity in green technology applications. • Formulating support policies and financing frameworks to promote green technology growth. • Promoting and creating awareness on green technologies. GREEN TECHNOLOGY FINANCING SCHEME (GTFS) • Financial Incentive introduced in 2010. • RM1.5 billion in National Budget 2010 (incentive period ending in Dec 2012); • Additional RM2 billion allocation in 2013 (incentive period ending in Dec 2015). • Total allocation RM3.5 billion. • Objective is to promote green investments by providing easier access to financing and at a lower financing costs. • Incentives: • 60% guarantee by Government on green financing cost. • 2% rebate on financing interest rate of green technology cost. GTFS PERFORMANCE 2010 - JULY 2014 • Objective of Scheme • To facilitate the growth of the Green Technology investments enhancing its contribution to the national economy and sustainable development by providing easier access to financing from the commercial financing sector. • Achievement • No. of projects obtained financing grew from 13 projects in 2010 to 145 projects as at July 2014. • Amount of financing increased from RM164 million in 2010 to RM1.9 billion as at July 2014. • 23 banks successfully participated in the Scheme. • Expected Outcome • Creation of 2,054 jobs. • Green Investments of RM3.78 billion. • GHG Emission Reduction of 2.29 mil tCO2eq/yr. - MALAYSIAN GREEN TECHNOLOGY CORPORATION -
