ROS Report to TAC – 11/2/06Major Discussion Items at 10/12-13/06 ROS NERC access to PDCWG: NERC requesting staff membership on the PDCWG, including access to disturbance files, process of analysis for governor performance. October 3, 2006 Significant Event: DCS level event, with manual deployment of LaaRs and subsequent high frequency. Preliminary discussion, more analysis in November. Endorsement of Ancillary Service Methodology: Unanimous motion to endorse changes to ERCOT document. Continuing EECP Related Analysis: Confirm triggers and discount factor. OCN ineffective. Inconsistent terminology. ERCOT needs hard limits except for public appeal. Nodal EECP now inconsistent with revised zonal EECP. Black Start Service Discussion: Motion to reject PRR584. Motion to endorse Black Start Feasibility Study as an ERCOT project. ERCOT MOTE System in Nodal Market: Motion that NDSWG prepare NPRR for MOTE System in Nodal.

  2. ROS Report to TAC – 11/2/06Items Requiring TAC Vote PRR 682 EECP Realignment: Motion to adopt ERCOT requested changes relating to optional use of public appeal for conservation. Motion passed 64.1% in favor, 35.9% opposed. Argument for based on potential risk of desensitizing public and impact on control of the story. Argument against based on unpredictability of emergency events and lead time needed for public response. OGRR 187 EECP Realignment: Unanimous motion to approve Urgent Status. Reviewed by OGTF. ROS e-mail vote to approve. Needed to synchronize Operating Guides with revised PRR. TPTF Assignment – Nodal Non-Spin Deployment Procedure: Unanimous motion to endorse the Nodal NSRS Procedure Proposal.
