Trans-national co-operation projects • Partners from at least two countries • Fulfil at least 2 of the following 4 co-operation criteria: • joint project development • joint implementation • joint project staff • joint financing Programming
Flexibility concerning the location of the operations (1/2) • Expenditures paid for the implementation of operations located on the territory of third countries (Art 22(3) ERDF): • for cross-border and trans-national cooperation • on condition that the operations benefit to EU Regions • ceiling: 10% of the ERDF contribution to the OP • for those expenditure, the responsibility lies on the EU lead beneficiary and certifying authority
Flexibility concerning the location of the operations (2/2) • Operations including partners from outside the eligible area (Art (22 (2) ERDF) • in duly justified cases • only in the framework of transnational cooperation • ceiling: 20% of the ERDF contribution to the OP

Constraints in current programmes • Limited financial ressources • Geographic overlapping: it should be limited. • Number of participating states: sometimes too big (ex 18 countries in CADSES) • Not enough space identity • Difficulties to get a sufficient number of strategic projects in each space.
