Ellis Arnall • 1907-1992 • Served as governor of Georgia from 1943-1947 • He worked to bring progressive reform to the state: • Restored accreditation to Georgia’s colleges and universities • Ended the poll tax • Lowered the voting age to 18 years old • Created a teacher retirement system • He allowed black voters to vote in whites-only primary elections • Involved in the “Three Governors Scandal” (refused to leave the governors office until someone was “elected” to replace Eugene Talmadge)
