  3. Shortcomings of ASFA • Placed Blame Solely on Child Welfare System • Relied on Anecdotal Accounts of Child Fatalities Due to Lack of Data • Reasonable Efforts, if Any, Subjectively Defined • Fiscal Incentives Discourage Reunification (Stein, 2003)
