  2. WHY ARE WE DOING THIS? • GMA requires 20 year population targets every 10 years, based on State forecasts • CPPs also require 20 year job targets, based on PSRC forecasts

  3. TARGET PRINCIPLES • Shared responsibility • Extend existing targets • Maintain urban growth area • Promote jobs/ housing balance • Housing follows jobs • Reflect market trends and land capacity • Targets are planning commitments, not quotas • Infrastructure needed to achieve targets
