Acciones Orientadas al cumplimiento de la Poltica Planes Nacionales de Agua y Saneamiento: El PLANAP y el PLANASA pretenden tener un enfoque amplio y abarcar a todas las reas del pas, y servir de herramientas universales y de alcance nacional, con el objetivo de optimizar los recursos disponibles e ir arreglando los problemas en orden de prioridad, para lograr el mximo posible de resultados en el tiempo, alineados con el Plan de Nacin y Visin de Pas. Poltica Financiera: Pretende ordenar y orientar mejor los recursos financieros que el Sector requiere para su modernizacin y cumplimiento de metas, identificando diferentes mecanismos de financiamiento y estructurando un fondo como lo propone el PEMAPS.
