A book can almost be like an offspring for an author. When someone spends weeks, months, or even years writing a book, having someone play with your hard work can always be hurting. It's not always necessary that an author feel this way about their work, but the outright answer to whether you need permission to translate someone's book is yes, you do. No matter how decent your intentions are, you would always need the author's permission before you make it your mission to translate their book to another language.
