    4. Three themes for reform: EMPOWERMENT ACCESS QUALITY

    5. Delivering the Vision: Locally depends on the drive and cooperation of local partners. Local Authorities will take the lead, through Childrens Trusts. Nationally led by the Department for Children, Schools and Families

    6. Understanding the impact of risk on children and young peoples lives, and the protective influences which counteract them, has been a key priority for the Government in recent years.

    7. Evidence shows that young peoples participation in positive leisure time activities, as well as offering exciting and opportunities, also supports the development of resilience through building social and emotional skills.

    8. Good Spaces for Young People Places to Go

    9. The Government expects that unclaimed assets and new DCFS funding will enhance existing and planned investment in young peoples facilities.

    10. The Government wants to attract greater innovation in the development of young peoples facilities. There is much potential for Local Authorities to work with other providers.

    11. Positive Activities and Arts Provision Local Authority Duties (under Education and Inspections Act 2006) 2 hours per week of sporting activity (including dance) 2 hours per week of constructive activities in youth groups or classes.
