This document outlines the guiding principles for the Department of Defense in coordinating H1N1 response efforts across FEMA Regions IX and X. Designated Defense Coordinating Officers (DCOs) serve as the single points of contact for respective FEMA regions and Regional Task Forces (RTFs). Requests for Assistance (RFAs) should flow through Incident Management Assistance Teams (IMATs) to Regional Response Coordination Centers (RRCCs). This ensures timely processing and communication of mission statuses between Joint Task Forces and DCOs, enhancing overall situational awareness and effectiveness of responses.

GUIDING PRINCIPLES • DCO IX/X is single POC to respective FEMA Regions • DCO E is single POC to RTL • DCO E will not process RFAs • RFAs flow thru IMATs to RRCCs • DCOs (IX, X) will follow standard guidelines processing requests from Lead Federal Agency for NC AOR • DCO IX will execute IAW NC-PACOM CONOP regarding RFA process for PACOM AOR (coord with DCO HI/GU) • DCO X will process RFAs for AK • JTFs exercise OPCON of forces providing support • JTFs and DCOs coordinate to ensure LFA has latest information on mission status • Unit SITREPs sent to JTFs • JTF-E reports to JFLCC (CF to DCO E) • JTF E (N) and JTF-E (S) CF reports to DCO IX/X • JTF-HD reports directly to PACOM (CF to DCO E) • JTF-AK reports directly to NORTHCOM (CF to DCO X/E)
