  1. Navy Net-Centric Warfare Group“Optimizing Readiness and Mission”COMMANDER’S BRIEFNR Cryptologic Veterans AssociationRDML Thomas F. Kendziorski22 AUG 2008

  2. Outline • NETWARCOM Strategic Plan: Mission, Purpose, Vision, Values, and Primary Goals • Navy NETWAR FORCEnet Enterprise (NNFE) • Chairman JCS Guidance to RC and Alignment • NNWG Structure and Unit Associations • OPS Requirements and Capabilities by Domain • Mobilization status • CNO and NNWG Commander’s Imperatives • The Way Ahead

  3. VADM Denby Starling, USN Commander NETWARCOM Type Commander (TYCOM) for Net-Centric Warfare *Operate, Maintain & Defend Networks *Conduct IO and Space Operations *Functional Component Commander to USSTRATCOM for Space, IO & NetOps *Fleet Intelligence NETWARCOM Global Mission "Naval Network Warfare Command creates warfighting and business options for the Fleet to fight and win in the information age.  We deliver and operate a reliable, secure and battle-ready global network.   We lead the development, integration and execution of Information Operations effect for the Fleet” 3

  4. NNWC Strategic Plan Purpose To ensure our leaders have information, mechanisms, and technology to make rapid and well-informed decisions, to degrade our enemies’ decision capabilities, and to influence the decision-making of others in all phases of operations. Vision NETWARCOM’s superior information capabilities will drive joint force knowledge integration and implement network centric operations.

  5. NNWC Strategic Plan Values • We are fleet/joint warfighter focused… connecting and protecting warfighters whenever, wherever • We act with the utmost integrity… through integrity, our actions reflect our commitment to Navy’s core values • We are agile and responsive… ensuring that our operations and solutions optimize responsiveness to the warfighter • We are adaptive… fostering an environment of continuous improvement, innovation and learning that makes NETWARCOM a great place to work • We are a team… focused on making FORCEnet a reality, enhancing every aspect of Naval, Joint, and combined operations

  6. NNWC Strategic Plan Primary Goals • Operate the Navy Component of the Global Information Grid (GIG) as a weapons system [NETOPS/GNOSC/CIO] • Extend and optimize use of Information Operations (IO) capabilities [IO/SIGINT] • Ensure Navy fully leverages and influences Space capabilities • Develop the workforce to achieve information superiority [Executive Workforce: Man/Train/Equip/Finance] • Implement NETWARCOM components of FORCEnet • Operate NETWARCOM Maritime Operations Center and its warfighting components as a distributed, integrated weapon system

  7. Harnessing the Power of the Enterprise NetOps IO SIGINT Space NSA Communities of Practice (Domains) NNWC Collaboration Across the Enterprise NNWG STRAT SSFA Units aligned with supported commands ARI – Operational Alignment Deliver Capability – Build Capability

  8. Navy Enterprise Model Getting out of the “stovepipes” of commands and communities; cost is too high the way we now do business. It is not about operations. Strategic management of the command’s assets, that is, people, funds, things (e.g., computers, chairs, pens, etc.), and processes. Using a common behavior approach. NNWC is the Type Commander of the Navy’s Network Warfare FORCEnet Enterprise (NNFE). We have providers and enablers like BUMED, SPAWAR, etc. We have resource sponsors, such as, OPNAV. Need to have transparency across the enterprise with such things as: processes, strategy, metrics & targets, decision-making, and people & culture. Right Forces/Right Mission/Right Time 8

  9. PRIORITIES AND STRATEGIC OBJECTIVES Develop a strategy to defend our National interests in the Middle East Reset, Reconstitute and Revitalize our Armed Forces Improve the capabilities of our Reserve Component as it continues to become a more relevant contributor to the operational joint force. We must also ensure it preserves a significant “strategic reserve” capability and capacity. ADM Mike Mullen, CJCS Chairman, Joint Chiefs of Staff Guidance 2007-2008

  21. NNWG Operations Summary • Focused Operations at the National, Joint and Fleet levels. • Leveraging various OPS processes, structures, skill sets and capabilities • RC Commanding Officers make decisions in concert with the AC to support priority based requirements with AT/ADT/ATP/ADSW/IDT/IDTT • More requirements left unsatisfied due to limited manpower and fiscal resources Navy Net-Centric Warfare Group, aligned with Naval Network Warfare Command, is now positioned to grow the needed skill sets and leaders

  22. A Word About Mobilizations (IA’s) • USFF > RESFOR > OSO/DMM > Unit & Member • Iraq, Afghanistan, Horn of Africa • Current number of Individual Augmentees: 116 //35 officers and 81 enlisted// as of: 14AUG08 • NNWG total mobilizations since 9/11: 42% of force • Future mobilizations scheduled to continue; replacement of those on duty at present; slight increase in near future Active-Reserve Integration at its finest!

  25. The Future ACTION ITEMS for the NEAR TERM: • The new NNWG must work out the kinks (e.g., APPLY, billets, training, and funding) and leverage all skills and capabilities within the enterprise • Recruiting (“Instill a desire to serve …”) • Build up pool of linguists and languages (Recruit Prior Service – DLPT – BCLP course) • Improve training delivery system for all NNWG members • Full, relevant OPS employment during IDT

  26. Our Chief of Naval Operations (CNO), believes that a Commander’s Imperatives or Intents are the “critical fights” necessary to ensure successful outcomes that drive tasks and effects. In other words: “Decision Superiority.” ADM Gary Roughead CNO’S IMPERATIVES

  27. NNWG COMMANDER’S IMPERATIVES RDML Tom Kendziorski The hallmarks of my tenure will center around the phrase, “People, Mission and Integration: Our Service and Core Values Continue.” Commander’s imperatives for the NNWG Command: Simplicity Continuity Opportunity Adaptability Flexibility 32

  28. Cooperation, patience and professionalism within entire NNWG Examine career paths for all communities and skill capabilities (e.g., URL’s, RL’s, all ratings) FY08 integration of INTEL (P17) to be determined; likely all under the NNWC NNWC is NMCI. All personnel will use it. NNWC has launched its NEWS website vice NKO JPME for junior officers, key to future promotion Availability of leadership billets for all designators Mobilizations continue for all into foreseeable future Rating Advisors inform and mentor all NNWG enlisted personnel Advanced training opportunities for enlisted and officers Virtual OPS; drill flexibility Final Words &Themes
