  3. WHAT DO WE ALREADY KNOW RE: COST SHARE?
  4. WHY IS GU COST SHARE GRANT? Bipartisan Congressional decision in 1999 Brings partners to assist with college preparation Increases value of grant due to inkind services and goods
  5. WHY IS COST SHARE MAJOR COMPONENT OF GU? Brings partners to advise and assist USDE pays major attention to cost share Internal practices and audits External audits Integrity/fidelity Future grants
  6. WHAT ARE CONSEQUENCES OF FAILURE TO MATCH $ FOR $? Reduction of Federal award amount Potential refund of Federal funds to USDE Possible termination of grant
  7. SYSTEM FOR RECORDKEEPING Groupthink – chart recordkeeping ideas and report out
  8. WHERE SHOULD COST SHARE RECORDS BE KEPT? Fiscal agent office Facility for current record storage Facility for archives Centralize or decentralized Database or excel
  9. WHEN SHOULD COST SHARE RECORDS BE KEPT? Ongoing Timely Fashion – over the 6 or 7 year term of grant System that is flexible Provide technical assistance to subgrantees and contractors
  10. HOW TO KEEP RECORDS? System Excel Database Tools = Timelines & Forms Transparency Capacity Digital records
  11. MAJOR GU SOURCES OF NON FEDERAL MATCH Financial assistance obligated to students Waivers of tuition, fees Mentoring & counseling provided by volunteers & partners Equipment, supplies, cash contributions, discounts, grants Facility usage Honor match commitments in application
  12. PARTNER DEVELOPMENT How do you develop, keep and/or split up from partners? Name some of your partners in your grant?
  13. WHO ARE PARTNERS? Interdependent relationships among: Educators Community Business Parents Seniors
  14. GEAR UP MATCH STAFF Teacher/counselor time should be after regular school day, that is, volunteer after school or weekends or holidays for planning and activities. Administrator/Professional Staff time should be kept per event, per month, etc.
  15. PARTNER STAFF Postsecondary education staff – put a value on time Business and community – put a value on time Major presenters – often give GU discount from regular presentation price
  16. TRAINING/PROFESSIONAL DEVELOPMENT What are some of the training/professional development opportunities you provide? How often do you train GEAR UP professionals?
  17. SUPPLEMENT RATHER THAN SUPPLANT Enhance beyond current educational funding Avoid replacing any funds that are paid from local and state sources Count match only once for one grant Avoid overlapping services with TRIO and CACG or other programs
  18. OTHER TIPS Evaluation is a major component of grant Follow the same students Train and retain staff & volunteers Public Relations Advocacy should be information only Project Officer Technical Assistance
  19. OTHER TIPS – cont. Project officer – questions, out of state travel beyond NCCEP meetings, watches grant draws, matching amounts, data, activity progress and reads evaluation reports. Professional Development – USDE, NCCEP, state/regional college readiness & access conferences Relationship with other states
